MDF West Africa serves global and local clients in any of the West African countries and beyond. With a core staff of 28 professionals, supported by a network of 25 associated trainers/consultants. Services of MDF focus on the provision of trainings, enterprise support, and Evaluation services.
Position Summary
The Business Development Officer is responsible for identifying, pursuing, and securing new business opportunities that contribute to the organization's growth and sustainability. The role supports the development and execution of business development strategies through market research, opportunity identification, proposal development, client relationship management, and strategic partnerships.
Working closely with the Directors and technical teams, the Business Development Officer coordinates the proposal development process, maintains business intelligence, manages client relationships, and contributes to achieving the organization's revenue and growth objectives across local, regional, and international markets.
Key Responsibilities
Business Development and Client Acquisition
Identify and pursue new business opportunities, funding opportunities, tenders, grants, and consultancy assignments.
Conduct continuous market scanning to identify procurement opportunities, calls for proposals, and expressions of interest.
Develop strategies to acquire new clients while strengthening relationships with existing clients.
Support business expansion initiatives across West Africa.
Maintain an active pipeline of prospective business opportunities.
Client and Stakeholder Relationship Management
Build and maintain strong relationships with clients, development partners, consultants, government institutions, and private sector organizations.
Serve as a primary contact for prospective clients during business development engagements.
Prepare and deliver professional presentations, capability statements, and company profiles.
Follow up with clients after proposal submissions and maintain regular communication throughout the acquisition process.
Represent the organization at meetings, conferences, exhibitions, and networking events.
Proposal Development and Bid Coordination
Lead the preparation and submission of high-quality technical and financial proposals.
Prepare prequalification documents, expressions of interest (EOIs), and tender submissions.
Coordinate inputs from technical experts, consultants, finance, and operations teams during proposal preparation.
Develop proposal outlines, work plans, and submission schedules.
Ensure proposals comply with client requirements, procurement guidelines, and submission deadlines.
Lead proposal quality assurance before submission.
Market Research and Business Intelligence
Conduct market research to identify emerging sectors, clients, and funding opportunities.
Monitor competitors, donor priorities, procurement portals, and industry developments.
Analyse market trends and prepare business intelligence reports to support decision-making.
Maintain databases of funding opportunities, clients, partners, and procurement notices.
Update organizational capability statements, project references, and marketing materials.
Consultant and Partnership Coordination
Identify and mobilize qualified consultants and technical experts for assignments.
Maintain an updated database of internal and external consultants, including CVs and areas of expertise.
Coordinate communication with consultants during proposal preparation.
Support the establishment and maintenance of strategic partnerships with local and international organizations.
Bid Tracking and Knowledge Management
Monitor proposal progress from opportunity identification through submission and award.
Assist in "Go/No-Go" assessments for business opportunities.
Document lessons learned from successful and unsuccessful bids.
Analyse client feedback and evaluation reports to improve proposal quality and competitiveness.
Maintain accurate proposal records and business development documentation.
Internal Collaboration
Work closely with Technical, Finance, Operations, Communications, and Administration teams throughout the business development process.
Coordinate proposal planning meetings and monitor progress against agreed timelines.
Support project handover to implementation teams following contract award.
Assist departments in identifying opportunities for new services and market expansion.
Reporting and Performance Monitoring
Maintain accurate records of business development activities within the organization's tracking systems.
Prepare weekly and monthly business development reports.
Monitor proposal success rates and pipeline performance.
Track client engagement activities and report on business development KPIs.
Provide regular updates to the Directors.
Other Responsibilities
Promote the organization's services through marketing and networking initiatives.
Support fundraising and resource mobilization activities.
Perform any other duties assigned by Management.
Bachelor's degree in Business Administration, Marketing, Economics, International Development, Management or a related field.
A Master's degree will be an added advantage.
Experience
Minimum of 3–5 years of experience in business development, sales, marketing, proposal development, fundraising, or client relationship management.
Demonstrated experience preparing competitive proposals and tender submissions.
Experience working with donor-funded programmes, consulting firms, NGOs, development organizations, or private sector organizations is highly desirable.
Experience supporting international business development initiatives will be an added advantage.
