Selection of Specialized Agricultural Equipment Suppliers

CONTEXT AND JUSTIFICATION

As part of the implementation of the “NBS Guinean Forest” programme, which aims to strengthen the productivity and climate resilience of women entrepreneurs, the SEPHIS Foundation, with the support of Global Affairs Canada, is launching this Call for Expressions of Interest (CEI) for the selection of specialized agricultural equipment suppliers.

The programme supports 405 women-led Micro, Small and Medium-sized Enterprises (MSMEs) operating in the Cocoa and Rice value chains in Côte d’Ivoire, Ghana, and Guinea. The main objective of this component is to modernize their activities through the acquisition of robust, sustainable technologies adapted to the principles of the circular economy, in order to boost their economic autonomy and competitiveness in local and regional markets.

PURPOSE OF THE CALL FOR EXPRESSIONS OF INTEREST

The purpose of this CEI is to select specialized equipment suppliers (suppliers of agricultural machinery and tools) for the supply, delivery, installation, and maintenance of agricultural production and processing equipment for women entrepreneurs benefiting from the programme in the three countries of intervention.

The tender is structured into three geographical lots. Bidders may apply for one or more lots:

• Lot 1: Côte d’Ivoire (Divo, Soubré, Gagnoa and surrounding areas);

• Lot 2: Ghana (Bosome Freho District, Bosomtwe District, Wassa Amenfi East Municipal, Wassa Amenfi West Municipal, and Amenfi Central District)

• Lot 3: Guinea (areas of intervention to be specified according to the programme mapping).

SCOPE OF WORK AND EXPECTED DELIVERABLES

The selected service providers will be responsible for the following tasks:

A. Supply and Installation

• Processing equipment: supply of efficient dehulling machines, grinders, presses, and dryers;

• Production tools: delivery of power tillers, irrigation kits, and small ergonomic hand tools;

• Commissioning: complete installation at community sites and verification of technical compliance.

B- Support and Training

• Skills transfer mandatory technical training for beneficiaries on safe use and first-level maintenance;

• After-Sales Service (ASS): establishment of a preventive and corrective maintenance plan.

The expected deliverables are as follows:

• Equipment delivered: Compliance with approved technical specifications. Deadline: Maximum 60 days after order placement.

• Installation report: Acceptance certificate signed by both parties. Deadline: 5 days after installation.

• User guide: Simplified bilingual manual (French/English). Deadline: Upon delivery.

• Training report: Attendance sheet + photos of training sessions. Deadline: 7 days after training.

• Warranty certificate: Minimum 12-month warranty on the equipment. Deadline: Upon delivery.

BIDDER PROFILE

The bidding equipment supplier must demonstrate the following skills and meet the following criteria:

Experience

• Demonstrate at least three (3) years of proven experience in the sale, delivery, and installation of agricultural equipment in rural areas, preferably within the framework of development projects funded by international donors.

Gender Approach

• Have the capacity to propose “Gender-Sensitive” equipment that is ergonomic and adapted to the physical characteristics and strength of women. Sensitivity to gender issues in agricultural projects will be considered a significant advantage.

Sustainable Innovation

• Solutions using renewable energy (solar, bioenergy) or following a circular economy approach will be given priority in the evaluation of bids.

Local Presence

• Have a functional After-Sales Service (ASS) or identified technical partners in the project areas (Divo, Soubré, Gagnoa for Côte d’Ivoire,and Bosome Freho District, Bosomtwe District, Wassa Amenfi East Municipal, Wassa Amenfi West Municipal, and Amenfi Central District in Ghana and equivalent areas in Guinea).

CONTENT OF THE APPLICATION FILE

Applications must consist of two separate envelopes or files:

Technical Proposal

• Company profile and legal documents (RCCM, DFE, or equivalent depending on the country);

• Detailed technical specifications of the proposed equipment, including photos, production capacities, and energy consumption;

• Methodological notes (maximum 3 pages) on beneficiary training, deployment plan, and delivery schedule;

• Proposed preventive and corrective maintenance plan (After-Sales Service);

• At least three (3) certificates of satisfactory performance for similar projects (agricultural or rural development projects).

Financial Proposal

• Detailed bill of quantities and cost estimate, denominated in CFA Francs (XOF) for Côte d’Ivoire and Guinea, and in Cedis (GHS) or USD for Ghana;

• Proposed payment terms and bid validity period (minimum 90 days);

• Delivery, installation, and commissioning costs detailed by geographical lot.
