The Deputy Contract & Procurement Manager (Deputy CPM) provides operational support to the Contracts & Procurement (CP) function by managing low to medium-priority and low to medium-value contracts, as well as low to medium-priority change orders. During the onboarding stage, all work completed by the Deputy CPM will be subject to final review and approval by the Contract & Procurement Manager (CPM). Once the Deputy CPM demonstrates competence—assessed using pre-defined objective criteria—he or she will manage low-to medium priority/low to medium-value contracts and change orders independently. Allocation of scope will be continuously reviewed based on demonstrated capability.
The role requires strong expertise in contracting, supplier performance oversight, risk management, and ERP utilization, upholding the highest standards of ethics, compliance, and operational excellence across all procurement activities.
Category Management & Strategic Sourcing (15%)
For low to medium priority contracts, change orders and sourcing events:
Supervise the end-to-end execution of category management including sourcing approaches, tendering, negotiation and recommendations to decision approvers
Monitors cost savings versus business plan through category strategy optimization and framework agreements
Drive cross-functional sourcing innovations (e.g., vendor-managed inventory) and report annual value gains.
Apply analytical tools to diagnose and resolve supply chain performance issues, using performance indicators and qualitative assessments to proactively manage supplier-related risks.
Coach and guide Contract and Procurement specialists on best practices in category strategy formation and sourcing execution
Provide subject matter expertise on risk mitigation and value levers for low to medium-priority sourcing events.
Enhance category tools, templates, and methodologies .
Develop key metrics for commercial benchmarking by analyzing market and competitor trends.
Provide support to User Departments on Contract Administration, Contractor performance tracking and performance management and negotiate the implementation of contract variations and claims.
Provides strong input to any review or development of category specific contract requirements.
Deal Making & Negotiations (15%)
For low to medium priority contracts, change orders and sourcing events:
Develop and lead cross-functional negotiation teams to deliver value, ensuring consistency, compliance, and strategic alignment across all business units.
Conduct comprehensive pre-negotiation analysis including stakeholder mapping, risk evaluation, market dynamics, and Best Alternative to Negotiated Agreement (BATNA) modeling.
Formulate and execute robust negotiation tactics aligned with organization’s objectives, balancing commercial, ethical, and operational considerations
Establish clear negotiation goals, tactics, and measurable KPIs; monitor and adjust agreements proactively throughout the lifecycle.
Prepare for potential deadlocks with structured fallback positions, applying creative and pragmatic approaches to achieve resolution.
Lead post-deal evaluations to capture lessons learned and drive continuous improvement in negotiation methodology.
Establish/translate broad mandates into specific objectives, metrics and action plans directing the deal strategy, implementation and management plan.
Develop plans for effectively monitoring and adjusting the deal throughout the lifespan to adapt to changes, including reviewing deals and negotiating claims from various parties, including those from organization
Supplier and Contractor Performance Management (20%)
For low to medium priority contracts, change orders and sourcing events:
Supervise the execution of contract performance management frameworks across all available value drivers such as demand, specification, price, supplier type across the end- to-end (E2E) supply chain.
Proactively identify and mitigate risks such as variation orders, cost overruns, HSE compliance gaps, and ethics violations.
Leverage internal and external data sources to inform supplier risk assessments and performance improvement strategies.
Collaborate with key internal stakeholders to resolve underperformance issues with the contract management processes and implement corrective actions.
Ensure timely and accurate contract setup and maintenance in ERP systems.
Define and track KPIs such as cost variance, delivery reliability, quality compliance, and contractual adherence.
Maintain structured relationships with active vendors and OEMs to ensure continuity and harmony in the delivery of goods and services.
Uses best practice analyses to propose a business case for a step change in contract performance management via medium-, and long-term supply chain continuous improvement strategies
Business Partnering (15%)
For low to medium priority contracts, change orders and sourcing events:
Proactively collaborate with key internal stakeholders to identify and deliver high-impact sourcing and cost optimization opportunities.
Apply structured stakeholder engagement approach to address specific contract or transaction delivery challenges while preserving productive working relationships.
Translate complex business requirements into actionable sourcing strategies that align with organizational goals.
Build and maintain broad internal and external networks to resolve interface issues and unlock strategic value opportunities.
Navigate political and organizational barriers by articulating clear value propositions and gaining cross-functional alignment.
Champion a business-first approach, ensuring procurement contributes to both short-term goals and long-term strategic outcomes
Competently conduct effective discussions with key stakeholders to develop and convey the business case and agreed way forward.
System Process, Data and Information Management (15%)
For low to medium priority contracts, change orders and sourcing events:
Continuously update procurement dashboard and compliance reports to support decision-making.
Contribute to initiatives to automate and streamline procurement workflows, ensuring consistency and efficiency in source-to-pay processes.
Stay current on ERP best practices, tools, and technologies via active participation in external networks and professional forums.
Support the day-to-day ERP operations of the Contract and Procurement function in organization's ERP systems, ensuring system integrity and real-time availability of accurate procurement data.
Ensure all contracts and procurement activities align with organization's HSE policies, regulatory standards and organization’s tenets of Operation.
People Management and Resource Planning (20%)

This role administers the Performance Planning & Review Process (PPRP) for direct reports, including frequent, regular check-ins throughout the year and provides timely performance feedback for direct reports to the Contracts, Procurement and Materials Manager, seeking the Manager’s support, as needed, to develop individual and team capabilities to meet business objectives.
The role also provides guidance to direct reports to ensure compliance with policies and applicable laws. Any observed violations must be promptly reported to the Contracts, Procurement and Materials Manager to align on the appropriate corrective actions.
Support CPM in achieving objectives related to low to medium priority contracts.

Working Experience and Educational/Academic
Bachelor’s degree in supply chain management or related discipline with a minimum of 10 years relevant work experience preferably in the field of engineering or the Oil and Gas Industry.
A minimum of 7 years in procurement management and leadership is required. Professional Certification in Contracting & Procurement (e.g., CIPS) is a key requirement.
Strong working knowledge of ERP systems (MS Dynamics, Maximo, Power BI)
