JOB PURPOSE

The DVLA Officer is responsible for managing the end-to-end vehicle registration, licensing, and documentation process for all vehicles assembled, imported, or sold by Zonda Tec Ghana Limited. This role acts as the primary interface between the company and the Driver and Vehicle Licensing Authority (DVLA), Ghana Revenue Authority (GRA), and Customs Division to ensure seamless clearance of vehicle kits and registration of finished units, minimizing demurrage and ensuring 100% compliance with Ghanaian road and customs regulations.

KEY RESPONSIBILITIES

  • Manage the registration and issuance of number plates for all newly assembled light-duty vehicles, heavy-duty vehicles, and heavy-duty machines sold to clients.

  • Process vehicle license renewals and roadworthiness certificates for the company's internal fleet and customer vehicles undergoing servicing in Tema.

  • Ensure all vehicles comply with Ghanaian standards regarding chassis numbers, engine numbers, emission levels, and weight classifications.

  • Prepare and submit all required DVLA forms (customized registration, transfer of ownership, and duplicate documentation) accurately and on time.

  • Coordinate with the DVLA office for the inspection and valuation of vehicles to determine stamp duty and appropriate registration fees.

  • Ensure all imported goods are classified under the correct Harmonized System (HS) Codes to avoid unnecessary duties and penalties.

  • Coordinate with clearing agents to ensure the timely release of containers from the port, minimizing demurrage and storage charges.

  • Verify that all vehicle identification numbers (VINs) on imported units match the accompanying shipping documentation before forwarding to DVLA for registration.

  • Act as the company's official representative during DVLA inspections, audits, and compliance checks.

  • Stay up-to-date with changes in Ghanaian traffic regulations, customs tariffs, and DVLA protocols, and advise management on any operational adjustments required.

  • Build and maintain strong professional relationships with DVLA officials, GRA/Customs officers, and the Ghana Standards Authority to facilitate fast-track approvals.

  • Maintain a comprehensive digital and physical database of all vehicle registrations, customs clearances, and licensing schedules.

QUALIFICATIONS & REQUIREMENTS

  • Minimum: Bachelor’s Degree/HND in Logistics, Supply Chain Management, Business Administration, or a related field.

  • Professional Certification: Additional certification in Customs Procedures or Clearing & Forwarding (e.g., IFC, GRA Customs Certificate) is a distinct advantage.

  • Minimum of 3 to 5 years of working experience in a similar role within an automobile, manufacturing, or clearing and forwarding company.

  • Proven track record of dealing with DVLA, GRA Customs Division, and the Tema Port clearing processes.

  • Practical experience in handling registration and clearance for heavy-duty vehicles and earthmoving equipment is highly preferred.

Skills & Competencies

  • Regulatory Knowledge: In-depth knowledge of the Ghana Road Traffic Act, DVLA regulations, and Customs Excise and Preventive Service (CEPS) procedures.

  • Attention to Detail: High precision in matching VINs, chassis numbers, and documentation to avoid costly errors.

  • Negotiation Skills: Ability to negotiate demurrage waivers and expedite processes with government agencies.

  • IT Proficiency: Proficient in MS Office (Excel, Word) and familiar with the DVLA online portal and GRA electronic submission platforms.

  • Communication: Strong written and verbal communication skills in English; knowledge of local languages is a plus.

  • Integrity: Must demonstrate a high level of honesty and transparency in handling financial transactions and government documents.
