JOB OVERVIEW

We are seeking a detail-oriented and experienced Quantity Surveyor to join our Engineering team. The successful candidate will be primarily responsible for cost management, measurement, valuation, and contractual administration of road and building construction projects. This role requires a thorough understanding of civil engineering quantities, highway specifications, and construction economics to ensure projects are completed within budget, on time, and to the required quality standards.

KEY RESPONSIBILITIES

Cost Estimation & Budgeting

  • Prepare accurate cost estimates, bills of quantities, and tender documents for road construction projects including earthworks, pavement layers, drainage, bridges, and road furniture.

  • Develop and monitor project budgets, cash flow forecasts, and cost plans throughout the project lifecycle.

  • Analyse tender returns and prepare cost comparison reports to support procurement decisions.

Measurement & Valuation

  • Carry out detailed measurement of completed works in accordance with standard methods of measurement (e.g., CESMM4, MMHW, or relevant local standards).

  • Prepare interim valuations, payment certificates, and final accounts for contractors and subcontractors.

  • Conduct site measurements and verify quantities against design drawings and specifications.

Contract Administration

  • Administer construction contracts (FIDIC, NEC, JCT, or bespoke forms) ensuring compliance with contractual terms and conditions.

  • Prepare and evaluate variations, claims, and change orders. Assess extension of time (EOT) claims and associated cost implications.

  • Maintain comprehensive contract documentation and correspondence records.

Procurement & Supply Chain Management

  • Assist in the procurement of materials, plant, and subcontract packages.

  • Evaluate supplier and subcontractor quotations, negotiate prices, and recommend awards.

  • Monitor material usage and wastage rates, identifying opportunities for cost savings.

Cost Control & Reporting

  • Track actual costs against budgets and report on cost variances, forecasts, and financial risks.

  • Prepare monthly cost reports, financial statements, and project reconciliation reports for senior management and clients.

  • Identify value engineering opportunities to optimize project costs without compromising quality or safety.

Final Account & Dispute Resolution

  • Prepare and agree final accounts with contractors and subcontractors.

  • Support dispute resolution processes including adjudication, mediation, or arbitration where necessary.

Collaboration & Site Liaison

  • Work closely with project managers, engineers, site supervisors, and design teams to ensure accurate cost reporting and commercial awareness.

  • Attend site meetings, progress meetings, and commercial review meetings.

  • Conduct regular site visits to assess progress and validate measurement records.

Educational Qualifications

  • Minimum: Bachelor's degree in Quantity Surveying, Construction Economics, Civil Engineering, or a related field.

  • Preferred: Professional accreditation or equivalent national professional body membership.

Experience

  • Minimum: 7 years plus of post-qualification experience in quantity surveying within the construction or infrastructure sector.

  • Required: At least 2 years of demonstrable experience specifically on road construction, highway maintenance, or major civil engineering projects.

  • Preferred: Experience with large-scale road projects involving earthworks, asphalt paving, concrete pavements, drainage systems, and structural elements.

Technical Skills & Knowledge

  • Strong proficiency in preparing Bills of Quantities (BOQ) and cost estimates for road and highway works.

  • Sound knowledge of construction contracts, particularly FIDIC (Red Book, Yellow Book) and NEC3/NEC4 suites.

  • Familiarity with standard methods of measurement for civil engineering works.

  • Proficiency in quantity surveying software such as CostX, Cubit, Bluebeam, or similar.

  • Advanced skills in Microsoft Excel including formulas, pivot tables, and financial modeling.

  • Working knowledge of AutoCAD or Civil 3D for reading and interpreting engineering drawings.

  • Understanding of highway design standards, pavement engineering, and road construction methodologies.
