SUBJECT: Request for Proposal No. Consultancy for Tax Health Check – CRS Ghana Country Office
CRS is seeking proposals for Tax Health Check – CRS Ghana Country Office and related services, as more specifically described in Section B (Specifications/Scope of Work) of this RFP.
This RFP consists of the cover letter and the following:
Section A – Quotation Submission Instructions
Section B – Terms of Reference
Section C – Conflict of Interest
Section D – Code of Conduct
Quotes shall only be submitted to tenders.gh@crs.org. Quotes submissions must be received by the stated closing date and time indicated above. Quotes received after the deadline will not be considered. Incomplete information submitted in response to this request for quotation will result in disqualification from competition. Hard copies are not accepted.
Issuance of this RFP does not constitute an award commitment on the part of the CRS nor does it commit the CRS to pay for costs incurred in the preparation and submission of a quotation.
SECTION A – Quote Submission Instructions
Submission of offers. Submit signed and dated offers to tenders.gh@crs.org as specified in this solicitation at or before the exact time specified in this solicitation. At a minimum, offers must show:
a. The solicitation number;
The time specified in the solicitation for receipt of offers;
The name, address, and telephone number of the Bidder;
Form C/A, Form 3
Valid Business registration certificate
Tax clearance certificate
A signed copy of the Conflict-of-interest declaration- Form can be found in Section C
A signed copy of Supplier Code of Conduct and Ethics- Form can be found in Section D
Budget
"Remit to" address, if different than mailing address;
Acknowledgment of Solicitation Amendments; and
Period for acceptance of offers
The Bidder agrees to hold the prices in its offer for the entire duration of the contract from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
Late submissions, modifications, revisions, and withdrawals of offers.
Any offer, modification, revision, or withdrawal of an offer received at the CRS office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered.
Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. An offer may be withdrawn in person by a Bidder its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
Contract award. CRS intends to evaluate offers and award a contract to Bidder who provides the lowest priced technically acceptable offer. Therefore, the Bidder's initial offer should contain the Bidder's best terms from a price and technical standpoint. However, CRS reserves the right to conduct discussions later if necessary. CRS may reject any or all or accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Eligibility Criteria
Bidders are required to meet the following criteria to be eligible to participate in this procurement:
Have the legal capacity to enter into a contract.
Not be insolvent, in receivership, bankrupt or being wound up or subject to legal proceedings for any of these circumstances.
Not be suspended or debarred from public procurement by the United States Government, the United Nations, the World Bank, or DFID.
The auditor is a member of a national body of auditors in good standing, which is member of the International Federation of Accountants (IFAC).
The auditor/audit firm has at least three years’ experience in project audits in the non-governmental organizations sector
The Bidder must verify that it does not appear on:

CRS’ Right. CRS reserves the right to reject any quotation or all the quotations and at its discretion cancel this RFQ. Additionally, CRS may accept any item or group of items of a bid. CRS reserves the right to make an award on any item for a quantity less than the quantity stated, at the unit prices quoted.
CRS may reject any quote that is determined to be nonresponsive. A responsive quote is one that complies with all terms and conditions of the RFQ. A quote must be complete, signed by an authorized signatory and delivered no later than the submission time and date indicated on the first page of this RFQ. CRS may reserve the right to waive any minor discrepancies in a quote.
This RFQ does not legally obligate CRS to award a contract. CRS reserves the right to fund/award any or none of the submitted quotes. No commitment is made, either expressed or implied, to compensate Bidders for costs incurred in the preparation and submission of their quotes.
Section B: Terms of Reference (ToR)
Consultancy for Tax Health Check – CRS Ghana Country Office
Background
Catholic Relief Services (CRS) Ghana Country Office operates within Ghana’s regulatory framework and CRS global policies. To ensure compliance with Ghana Revenue Authority (GRA) requirements, donor agreements, and CRS internal financial policies, CRS seeks to engage a qualified consultant/firm to conduct a Tax Health Check. This exercise will safeguard CRS against financial, operational, and reputational risks.
Objectives
The consultancy aims to:
Assess compliance with Ghanaian tax laws and CRS internal policies.
Identify risks in payroll, VAT, withholding tax, and corporate tax obligations.
Recommend improvements to strengthen internal controls and reporting.
Build staff capacity in tax compliance and documentation.
Scope of Work
The consultant/firm will:
Review payroll taxes: PAYE, SSNIT, expatriate tax compliance.
Examine indirect taxes: VAT, NHIL, GETFund, and withholding tax.
Assess corporate obligations: Annual filings, exemptions, penalties.
Evaluate donor compliance: Ensure tax treatment aligns with donor agreements.
Review internal controls: Documentation, filing systems, reporting processes.
Provide recommendations: Actionable steps for remediation and compliance strengthening.
Deliverables
Inception report: Methodology, timelines, focus areas.
Draft findings report: Gaps, risks, preliminary recommendations.
Final report: Comprehensive compliance assessment with prioritized recommendations.
Training session: Capacity-building workshop for CRS Ghana CO staff.
The Consultant should also establish a detailed mapping of: type of tax, withholding procedures, reference of law backing up the application of the tax, payment frequency and due date.
An assessment of the compliance with local tax laws, clearly identifying any gaps identified and citing applicable legal code(s).
An assessment of our compliance with the exemptions defined in our host country agreement.
Duration & Timeline
Duration: 4–6 weeks.
Milestones: Inception (Week 1), Fieldwork (Weeks 2–4), Draft Report (Week 5), Final Report & Training (Week 6).
Consultant Qualifications
Advanced degree in Accounting, Taxation, or Finance.
Minimum 7 years’ experience in Ghanaian tax compliance and advisory.
Proven track record with NGOs or international organizations.
Strong knowledge of CRS/donor compliance frameworks is an advantage.
Reporting & Supervision
The consultant will report to the CRS Ghana Country Representative, with oversight from the Regional Finance Officer. Final deliverables will be reviewed and approved by CRS HQ Finance Compliance.

Scoring & Evaluation Process
Each proposal will be scored on a scale of 1–5 for each criterion.
Weighted scores will be calculated by multiplying the score by the criterion weight.
The consultant/firm with the highest total weighted score will be recommended for award.
CRS Ghana CO Procurement Committee will review and approve the final selection.

SECTION D – CODE OF CONDUCT
CODE OF CONDUCT FOR SUPPLIERS OF GOODS AND SERVICES

CRS reserves the right to conduct audits or due diligence to ensure your compliance and will take reasonable steps to investigate or otherwise take appropriate steps to address concerns. CRS reserves the right to terminate any relationship for non-compliance with the requirements mentioned above.
