We are considering quotations for Medical Supplies. Refer to Annex 1 for CRS technical specifications, delivery, and quantity requirements. All bidders should submit their offer(s) using Annex2 and complete Annex 4 (Quotation submission form).
Quotation’s due date and submission manner
All quotations must be received by the email address stated below no later than:

Submission of Bids. The bid shall be submitted in three parts as per the below. These should be attached separately to the email. Bidders can apply for maximum 2 Lots. Each lot should be submitted separately.
1) Eligibility Documents: shall contain Cover Letter, and Eligibility Documents, Signed supplier code of conduct and Conflict of interest declaration forms
2) Technical Proposal
3) Financial Proposal
Clarification of Solicitation Documents
Suppliers/vendors requiring any clarification on the Request for quotation may notify CRS in writing. The response will be made in writing to any request for clarification of the RFQ that it receives earlier than one week prior to the Deadline for the
Submission of Quote. Written copies of CRS’s response (including an explanation of the query but without identifying the source of inquiry) will be published in the same manner as the present tender. Clarification may be sought in writing to:

Instructions to bidding Suppliers
Language for RFQ Responses: English
All prices should be quoted in: GHS
The offers shall be complete in all aspects, signed, stamped and dated clearly.
Bidders must confirm compliance with Ghana FDA registration, WHO prequalification, GMP standards or other relevant ISO and Pharmacopeia standards for all medicines. Attach valid certificates in your submission. Packaging must include English labeling and meet CRS safety standards on quality, safety, efficacy and packaging.
Quotations will be rejected under following:
A. Incomplete in aspects
B. Do not meet the required specifications
C. Request for quotes received after closing date and time.
Payment terms: CRS requests payment terms of net 30 days
The payment will be made upon verification that the goods/ works are received as per specifications and Acceptance report/certificate issued by the Purchaser.

Termination
Either party may terminate this contract for cause, in whole or part upon 5 days’ notice, in writing to the other party.
Quote Validity Period
Quotation should remain valid and upon acceptance for a period of at least Sixty (60) days from the closing date of August 31st, 2026 indicated above for receipt of quotation.
Indicate in your quotation that it will remain valid for this period.
No Bid Response
In the case of inability to quote, a “No Bid” email to tenders.gh@crs.org
Evaluation Criteria
In assessing each proposal, CRS will allocate greater importance to the Technical specifications (65%), while Financial Proposal will also be assessed (35%).
The weighted technical score of a Technical Proposal will be calculated by multiplying the technical score of the respective Proposal with the technical weight (in percent).
The weighted financial score of a Financial Proposal will be calculated by multiplying the ratio of the evaluated price of the lowest financial Offer to the evaluated price of the respective Financial Proposal with the financial weight (in percent)
The overall score will be calculated by summing up the technical and financial score per Proposal and the Proposal selected for Award of Contract is the one that obtains the highest overall score.
Overall score = Technical score + Financial Score
Stage 1 Responsiveness checks: Only proposals submitted by registered businesses will be considered.

Note: Bidders who fail to submit any of the above documents will be disqualified and not evaluated further.

The consultant/firm with the highest total score will be recommended for award.
CRS Ghana CO Procurement Committee will review and approve the final selection
Purchaser’s Right to Vary Requirements at Time of Award
CRS reserves the right at the time of making the award of contract to increase or decrease by up to 50% the quantity of goods specified in the Request for Quotation without any change in unit price or other terms and conditions.
Eligibility: Offerors must not be associated with or have been associated in the past directly or
indirectly with a firm or any of its affiliates which have been engaged by CRS to provide services for the preparation of the design, specifications and other documents to be used for the procurement of the goods under this request for quotation.
Offerors shall not be eligible to submit an offer and to be awarded a contract when, at the time of quotation submission:
Offerors are already suspended by CRS or by United Nations, the World Bank or other public international entities
Offerors names are associated with terrorism and appear in the list that the European Union, the U.S. Government and the United Nations Security Council have published identifying individuals and organizations considered to be associated with terrorism.
Furthermore, as a condition to do business with CRS, it is necessary that the supplier, their subsidiaries, agents, intermediaries and principals cooperate with the CRS or its agent in the conduct of evaluation, review, audit, inspection, assurance validation, counter-fraud activities, investigations or other action.
Failure to fully cooperate with investigations will be considered sufficient grounds to allow CRS to repudiate and terminate the contract, and to include the supplier on CRS list of suspended suppliers.
