Context and Project Description
VIS has been active in Ghana since 2015, mainly in the areas of vocational training, migration, organic farming, and education. The priority objective of VIS in Ghana is to respond to the needs of the most vulnerable segment of the population, focusing mainly on youth and providing vocational training and job placement services. Currently VIS in Ghana implements projects in the following major geographic areas: Greater Accra Region, Bono and Bono East Region, Western Region, Northern Region and Volta Region.

To ensure transparency, accountability, and compliance with applicable financial regulations and donor requirements, the organization seeks to engage an independent and qualified external audit firm to conduct an audit of its financial statements for the financial year ending December 2026.

Objective of the Audit
The objective of the audit is to enable the auditors to express an independent professional opinion on whether the financial statements present fairly, in all material respects, the financial position of the organization and whether funds have been utilized for their intended purposes in accordance with applicable regulations, agreements, and accounting standards.

INVITATION TO QUOTE
VIS GHANA hereby invites sealed quotations from eligible and qualified audit firms to provide External Statutory Audit Services for the Financial Year ending 31st December 2026.(Kindly submit to VIS Ghana Office at Don Bosco Technical Institute Ashaiman-Tema Akosombo Road).

The procurement shall be conducted in accordance with established procurement procedures applicable to not-for-profit entities in Ghana.

Objective
The objective of the audit is To conduct an independent statutory audit of VIS GHANA financial statements to express an professional opinion on whether the financial statements present fairly, in all material respects, the financial position of the organization and whether funds have been utilized for their intended purposes in accordance with applicable regulations, agreements, and accounting standards for the year ending 31 December 2026 for the purposes of filing with the Registrar General’s Department(RGD) , the Ghana Revenue Authority(GRA) and Renewal of NGO License.

Applicable Standards

The audit shall be conducted in accordance with:

  • International Standards on Auditing (ISA)

  • IFRS

  • Applicable laws and regulations of Ghana.

  • Donor policies and procedures

Scope

The audit shall cover:

  • Statement of Financial Position

  • Notes to the Financial Statements

  • Review of internal controls

  • Review of donor-funded expenditure

  • Compliance with statutory requirements

Deliverables

The successful bidder shall provide:

  1. Independent Auditor’s Report

  2. Audited Financial Statements

  3. Management Letter by Board request.

Skills or Experience INSTRUCTIONS TO BIDDERS

Eligibility

Bidders must:

  • Be legally registered and authorized to practice in Ghana

  • Be in good standing with the Institute of Chartered Accountants Ghana (ICAG)

  • Possess a valid practicing certificate

  • Have at least five (5) years’ experience in statutory audits

  • Demonstrate experience auditing NGOs and donor-funded entities.

Submission of Quotations

Bidders shall submit:

  • One Technical Proposal

  • One Financial Proposal

The two proposals must be submitted separately and clearly marked:

  • TECHNICAL PROPOSAL – RFQ External Audit Services 2026

  • FINANCIAL PROPOSAL – RFQ External Audit Services 2026

Submissions must be delivered physically in sealed envelopes to the Administration of VIS Ghana.

Late submissions shall be rejected.

Evaluation OF QUOTATIONS

The Internal Committee shall evaluate quotations in two stages:

  1. Technical Evaluation (60%)

Only bidders scoring at least 50% in the technical evaluation shall proceed to financial evaluation

  1. Financial Evaluation (40%)

The lowest evaluated substantially responsive financial proposal shall receive the highest score, and other proposals shall be scored proportionately.

AWARD OF CONTRACT
The contract shall be awarded to the bidder with the highest combined technical and financial score, subject to successful negotiations (if necessary).

VIS Ghana reserves the right to:

  • Accept or reject any quotation

  • Annul the procurement process

  • Cancel the procurement without incurring liability

PAYMENT TERMS

Payment terms shall be agreed upon during contract negotiation and may be structured as follows:

  • 60% upon commencement of fieldwork

  • 40% upon submission of final signed audit report

CONFIDENTIALITY

The Auditor shall maintain strict confidentiality of all information obtained during the audit engagement.
