JOB PROFILE

The Safety and Security Coordinator (SSC) supports the implementation and coordination of CARE’s safety and security systems across the Atlantic Cluster, covering Ghana, Sierra Leone and Liberia. This is a mid-level role that supports CARE in maintaining a safe and secure operating environment for staff, partners, visitors, assets and operations by contributing to the identification, assessment and management of safety and security risks.

The position provides technical support and advice to countries and programme teams on day-to-day safety and security matters and supports the implementation of CARE’s Global Safety and Security Standards, policies and procedures. The SSC works with relevant teams and security focal points to strengthen staff awareness, preparedness and compliance with established safety and security measures.

The role supports security risk assessments, monitoring of the operating environment, incident reporting and response, humanitarian access and the maintenance of security management systems. The SSC also contributes to business continuity and emergency preparedness activities and supports coordination during security incidents or other emergencies, as required.

The Safety and Security Coordinator works closely with the Cluster teams, programme staff, security focal points and relevant external stakeholders to strengthen safety and security capacity across the Cluster. The position reports to the Support Services Director and works closely with the Regional Risk and Security Manager – Africa (RRSM) for technical guidance, coordination and support.

The role is primarily focused on coordination, technical support, monitoring and capacity strengthening, contributing to effective safety and security risk management and enabling CARE’s programmes and operations to continue safely and responsibly.

KEY RESPONSIBILITIES OF THE ROLE

  1. Coordinate periodic security risk assessments across the Atlantic Cluster and support programme, operational and travel risk assessments, identifying practical measures to mitigate identified risks.

  2. Monitor and analyze the operating environment, including political, criminal, civil unrest, health and other emerging threats, and provide timely security updates, alerts and recommendations to relevant management and staff.

  3. Maintain and update security profiles and contextual analysis for Cluster offices and operational areas, ensuring that changes in the security environment are reflected in relevant risk management measures.

  4. Support the development, implementation and review of Safety and Security Management Plans (SSMPs) and related security procedures, SOPs, contingency plans and business continuity arrangements across Cluster offices.

  5. Monitor compliance with CARE’s Global Safety and Security Standards, including relevant SOAR and IPO indicators, conduct periodic reviews and support offices in implementing corrective actions and strengthening physical security measures.

  6. Coordinate security incident reporting and follow-up, ensuring incidents are appropriately documented, analyzed and communicated, and support Cluster offices during security incidents and emergencies in coordination with the Regional Risk and Security Manager and relevant leadership.

  7. Support emergency preparedness and crisis management, including evacuation, relocation, hibernation and other contingency arrangements, as well as Crisis Management Team preparedness activities and simulation exercises.

  8. Deliver security awareness, briefing and onboarding sessions for staff, consultants and visitors, while strengthening the capacity of Security Focal Points and field teams through training, mentoring and coaching.

  9. Support humanitarian access and security coordination, maintaining effective relationships with relevant government authorities, UN agencies, NGOs and other security stakeholders and participating in appropriate security coordination forums.

  10. Provide technical security support to programmes and operations, integrating security risk considerations into programme design, field activities, assessments, travel, emergency response and operational planning.

  11. Maintain effective security communication and preparedness systems, including emergency contact information and communication arrangements, and support the appropriate management of security equipment and contracted security services.

  12. Contribute to safety and security planning, budgeting, reporting and continuous improvement, working closely with the Cluster’s Country Director, programme and operations teams, HR, Security Focal Points and the Regional Risk and Security Manager to strengthen organizational preparedness, learning and duty of care across the Cluster.

MINIMUM REQUIREMENTS

Experience

  • Minimum 7 years of progressively responsible experience in safety and security management, risk management, security operations or a related field.

  • Demonstrated experience conducting security risk assessments, contextual analysis and security planning, with the ability to develop practical risk mitigation measures.

  • Proven experience supporting security incidents, emergency response and crisis management, including preparedness, contingency planning and incident reporting.

  • Experience working in humanitarian, development, NGO, UN or other complex operational environments, preferably with exposure to high-risk or volatile contexts.

  • Demonstrated knowledge and experience in humanitarian access, acceptance strategies and stakeholder engagement.

  • Experience developing and delivering security briefings, training and awareness sessions, with strong facilitation and staff capacity-building skills.

  • Experience working with or supervising security personnel, security focal points or contracted security service providers.

  • Strong security analysis, report writing and communication skills, with the ability to present complex security information clearly and provide practical recommendations.

  • Ability to build and maintain effective relationships with government authorities, UN agencies, NGOs, local stakeholders and security coordination networks.

  • Strong judgement, problem-solving and decision-making skills, with the ability to remain calm and effective during incidents and rapidly changing operational environments.

Education

  • Bachelor’s degree in Security Management, International Relations, Political Science, Military Science, Law Enforcement, Risk Management, or a related discipline from a recognized institution.
