Request for Proposals for the Creation of Parental Engagement Videos for Parents with Preschool Children

Innovations for Poverty Action (IPA), discovers and promotes effective solutions to global poverty problems. IPA works with development partners and academic researchers to design and rigorously evaluate approaches to solving development problems, and to refine these solutions and their applications together with decision-makers to ensure that the evidence created is used to improve opportunities for the world’s poor.

IPA Ghana seeks the services of a media consultant/firm to create parental engagement videos for parents with preschool children.

Background

The Quality Preschools for Ghana (QP4G) study aims to rectify the problem of quality in Early Childhood Education (ECE) through demand and supply side interventions. IPA will work with the National Nursery Teacher Training Centre (NNTTC) to provide a low cost, scalable teacher-training model for undertrained kindergarten (KG) teachers across Ghana, as well as a parental awareness program model related to early childhood development and quality education. The parental awareness program will be in the form of a three-part video series that focuses on key messages of ECE with regard to a) standards of child friendly class environment, b) appropriate expectations of teachers in ECE and c) simple and easy ways in which parents can support learning at home through play and conversation.

Key Objectives of Assignment

The main objective of the parental engagement video is to raise awareness of the standards of quality preschool classrooms and shift parental expectations of quality away from developmentally inappropriate classroom activities, such as repetition and memorization.

Specific Tasks of Media Consultant/firm;

  • Carry out an assessment to better understand the demographics of the parents in the areas where the videos will be shown;
  • Develop and test user friendly messages;
  • Plan, develop, coordinate and implement a comprehensive set of short videos to be used for parental trainings which total 1.5-2 hours;
  • Provide regular (weekly) updates and reviews on the progress of developing videos;
  • Work collaboratively with IPA to develop a guide that would accompany the videos (guide to include facilitator script, probing questions, supplementary activities, etc.); and
  • Prepare and submit a report on all activities of video production.

The duration of assignment will be over three months from July 30, 2015 to October 30, 2015 with a three month post period for any additional editing, as necessary.

Required Skills or Experience

The consultant/firm must have;

  1.  A high degree of technical, practical and theoretical expertise in diverse social marketing campaigns and/ or training production formats (film, digital media, animation, etc.);
  2. The ability to map out activities at each stage of the production cycle (from ideation to production to presentation of final product);
  3. At least 3 years of demonstrated experience in social marketing and/ or training production, preferably within Ghana/ Anglophone West Africa;
  4. Demonstrated ability to create content that is persuasive, clear, concise and able to convey and present technical ideas/knowledge in an engaging manner for varied audiences;
  5. Experience sourcing and managing content development;
  6. Evidence of strong local network in media;
  7. Demonstrated ability to create content for sustainable development of other relevant areas for multicultural audience and for a wide range of Social Media.(Provide links to profiles as examples); and
  8. Experience working on education related projects.
