Job Description

The Fair Wages and Salaries Commission invites applications from suitably qualified persons who are goal-oriented, results-driven, with exceptional qualities and enthusiasm for appointment to the under-mentioned position: Director (Pay Policy Analysis and Research).

Duties and Responsibilities

  • Conduct compensation surveys concerning Job Classification, Benefits and Salaries;
  • Undertake research on salaries, benefits and allowances;
  • Audit implementation of public service pay policy to ensure compliance;
  • Review and propose changes to salary related components in enactments;
  • Analyse trends of macro-economic indicators and make projections for management decision making;
  • Ensure that the balance of internal consistency, external competitiveness and employee performances are fully reflected in the Public Service Pay System;
  • Develop a framework for the collection of appropriate job related; information for the creation of compensation database;
  • Organise, maintain and update all forms of Single Spine Pay Policy related data to facilitate management decision making; and
  • Undertake pay policy formulation and analysis to support management in implementing the Single Spine Pay Policy.

Required Skills or Experience

  • A good first degree from a recognised University in Finance, Economics or Social Sciences' plus a Master's Degree in any of the following: Operations Research, Public Policy Analysis, Statistics, Actuarial Science, Labour Economics or Human Resource Management. 
  • Must have not less than ten (10) years post qualification experience, five (5) years of which should have been in Senior Management position.

Technical Competencies

Must possess demonstrable expertise in a number of the following areas:

  • Research Methodology;
  • Industrial Relations;
  • Statistical and Financial Modelling Techniques;
  • Pay Policy Analysis;
  • Financial numeracy, logic, modelling and problem solving.

Skills and Abilities

  • Leadership and Administrative skills;
  • Strong Analytical and Quantitative skills;
  • Excellent report writing and
  • communication skills;
  • Courage and forthrightness;
  • Computer and desktop publishing skills
  • and use of analytical tools such as SPSS;
  • Use of spreadsheets and databases.
