THE SANITATION MARKETING PROGRAMME

Establishment of Regional Register of Trainers, For the Training of Latrine Artisans and Community Technical Volunteers (CTVs)

 

REQUEST FOR EXPRESSION OF INTEREST

BACKGROUND
The Ministry of Local Government and Rural Development (MLGRD) has developed the Rural Sanitation Model and Strategy (RSMS) to direct interventions aimed at improving rural sanitation coverage in Ghana. The RSMS recognizes a key role for Community-Led Total Sanitation (CLTS) implementation as the approach for creating demand for and the involvement of private actors in the supply of improved sanitation. As part of UNICEF’s support to the sanitation sector to scale up rural sanitation, UNICEF is supporting MLGRD to implement the Sanitation Marketing (SanMark) Programme in selected districts in 5 regions in partnership with two private sector organizations (TREND and RUFINLIT). The regions include the Volta, Central, Northern, Upper East and Upper West Regions. To effectively implement the SanMark and reach the appropriate target groups with the requisite interventions at the community level in the selected districts, it is essential that appropriate local capacity be developed for the construction of hygienic latrines and related services.

This local capacity will also ensure that community members are given the best support and have access to information on latrines when they make the decision to own a latrine.  In this regard, Community Technical Volunteers (CTVs) and Latrine Artisans have been identified to lead this effort. The concept of CTVs has been introduced as a way of bridging the gap between householders and latrine artisans who are usually limited in numbers and so makes households access to their services very limited and expensive. Essentially, potential CTVs are individual volunteers of a community who have some technical abilities would have the passion to help their communities improve their sanitation status through the construction of toilet after they have been trained. 

To play their role effectively, fully trained CTVs will have knowledge and skills, among others, in:

  • Knowledge of sanitation;
  • Skills to construct basic toilets, especially using materials that are locally available; and
  • How to organize and support the communities in their Electoral Areas to acquire and construct their own latrines.

In line with this, the services of individual consultants are required for the training of Latrine artisans and CTVs in the range of latrine construction skills. This request provides guidelines for potential Trainers to apply to undertake this capacity building assignment in the selected districts.

OBJECTIVE OF ASSIGNMENT
The objective of the assignment is to establish a register of accredited trainers of Latrine Artisan and CTVs for each region. The register will serve as the reference point for regions to select trainers to train CTVs and Latrine Artisans in selected districts and communities. The Trainers will be expected to train Artisans and CTVs and equip them with skills to provide technical support to householders on latrine construction.

PROJECT DISTRICTS
The intervention is planned to cover forty-seven (47) districts from the five (5) programme regions. The targeted districts are listed below:

Required Skills or Experience

The Consultant should have:

  • A minimum of HND in Civil Engineering, Building Technology or related fields
  • Minimum (2) years’ experience in developing and handling community groups in technical training (both theoretical and practical sessions).
  • An assistant who will serve as his/her Clerk of Works
  • Knowledge and skills in:
    • Sanitation technology options
    • Community development and hygiene services.
