Job Description

NDPC is, therefore, looking for dynamic and qualified Ghanaians to fill the following positions:

Reporting directly to the Director-General, the Director of the Monitoring and Evaluation (M&E) Division will be responsible for the coordination of the national M&E system, the design and management of the M&E programme al)d its implementation nation-wide, the preparation of various national M&E reports, including the Annual Progress Report (APR).

Duties / Responsibilities;

Reporting directly to the Director-General, the Director of the Monitoring and Evaluation (M&E) Division will perform the following key duties:

  • Guide the establishment of a comprehensive, national M&E system and its procedures, ensuring effective and participatory monitoring and evaluation of the implementation process;
  • Establish a comprehensive monitoring and evaluation framework for ensuring the effective implementation of the long-term national development plan and its corresponding medium-term national development policy frameworks; as well as development plans, programmes and projects at all levels;
  • Oversee the preparation of M&E guidelines for all planning authorities at all levels of administration and governance;
  • Coordinate the process of preparing the national, sector and district M&E reports and the national APRs with the participation of public sector agencies, district assemblies, the private sector and civil society, including identifiable groups;
  • Ensure; that national M&E Reports and APRs are widely disseminated;
  • Support the establishment and maintenance of an effective Management Information System (MIS) , Geographic Information (GIS) , and other related databases such as the national identity and address systems, as the backbone of the national M&E system;
  • Work in close collaboration with Ministries, Department and Agencies (MDAs), Regional Coordinating Councils (RCCs) and Metropolitan, Municipal and District Assemblies (MMDAs) to identify and advise on the human resource and M&E capacity development needs of Policy Planning Monitoring and Evaluation Departments (PPMEDs), Regional Planning Coordinating Units (RPCUs) and District Planning Coordinating Units (DPCUs).
  • Plan and manage the work programme of the M&E Division, and its implementation in conformity with the overall work plan of the Commission;
  • Provide intellectual guidance and professional leadership to the staff of the division and effective supervision of their work;
  • Advise the Director-General on all matters pertaining to M&E at all levels, including monitoring and evaluation of NDPC's programme of work;
  • Any other duties as may be assigned by the Director-General.

COMPENSATION: The National Development Planning Commission's compensation package is competitive in the Public Sector With very attractive fringe benefits.

CONDITION: Applicants must be able to serve the Commission for at least four years before attaining the compulsory retirement age of 60 years.

Required Skills or Experience

  • The ideal candidate should hold a postgraduate degree, preferably a PhD from a recognised university with specialisation in Monitoring and Evaluation, or in any relevant discipline such as Development Planning. Having. a certificate or professional training in quantitative methods, research, or related field is an addedadvantage.
  • The candidate should have a minimum of 12 years of relevant post-qualification work experience in programme or project planning, monitoring and evaluation, research or teaching, of which at least five years would have been in senior management positions in a public, private body or research institution or university.
  • The selected candidate must exhibit excellent knowledge of participatory planning and evaluation methodologies and experience in the use of planning tools as well as an appreciation of corporate Ghana policies, and the challenges and operational issues of the public sector. Publications or articles in reputable professional journals will be an advantage.
  • With outstanding leadership skills and demonstrable experience in managing complex, multidisciplinary tasks, the selected candidate must exhibit strong administrative, leadership, team-building and people management skills. Additionally, effective planning and organisational skills, demonstrable ability in strategic and analytical thinking, strong research capabilities as well as excellent written and oral presentation and communication skills with a demonstrable ability to communicate complex development policy issues clearly, proven competence in the use of relevant computer software and applications for planning and project monitoring and evaluation are fundamental requirements for this position. With verifiable skills in problem solving, consensus building, and coordination of diverse stakeholders, the candidate will also be highly computer literate.
