Our key intervention areas include Family Planning and Reproductive Health, Maternal, New-born, and Child Health (RMNCH), communicable and noncommunicable diseases, Water Sanitation and Hygiene (WASH), nutrition, and malaria. We utilize our deep insight and skills in Social and Behaviour Change Communication (SBCC) and social marketing to promote positive social and behavior change among individuals and communities.

Job Description

REQUEST FOR QUOTATIONS FOR MEDIA BUYING SERVICES

 

OVERVIEW OF SERVICES REQUIRED
Ghana’s COVID 19 pandemic response is constrained by limited supply of essential commodities, such as hand sanitizers and personal protective equipment (PPE), both for healthcare providers and for the public. This situation of scarcity is further compounded by increased global demand for these commodities. However, these challenges can be ameliorated by rapid intervention to boost capacity of local Ghanaian manufacturers, enabling them to produce needed preventative commodities locally in order to meet demand in Ghana and help satisfy demand in other West African countries . Increased production capacity of local manufacturers must be coupled with interventions to scale up distribution, including to last mile customers, increase brand awareness and demand, and keep consumer prices affordable for all Ghanaians. 

In pursuant of this, TFHO seeks the services of a media buying agency to purchase airtime for airing of brand specific promotional materials for Sanitizers (for both hand and surfaces) and PPEs on Television, Radio and placement on online platforms.

SCOPE OF WORK

Specifically, TFHO requires the following services:
1. TV Spots: Purchase of airtime for a 60second TV advert of the following stations:

2. Radio: Purchase airtime for 30 sec radio spots and Live Presenter Mentions (LPMs)

3.Online Advertising: Placement of adverts on online news portals with hyperlink to dedicated sites of respective brands.

DELIVERABLES
Submission of monthly transmission certificates for each TV and Radio Station used during the month
Submission of quarterly reach reports for each TV, Radio and online platform used during the month. We recommend use of Geopoll media monitoring reports

EVALUATION CRITERIA
Quotations will be evaluated by a panel based on compliance with Scope of Work and on the total number of spots and impressions being offered given the allotted budget. 

  • The vendor providing the most number of spots and impressions will be considered for the award.
  • TFHO reserves the right to verify from media houses the rates quoted by vendors
  • TFHO is not bound to accept the bidder with the most number of spots and impressions. Realistic pricing and past performance references will be considered.

 
TYPE OF CONTRACT/AWARD
TFHO shall issue a fixed- cost professional service contract to the successful vendor

RIGHT TO VARY SCOPE OF WORK AT TIME OF AWARD
TFHO reserves the right , at the time of the award, to vary the contract to increase or decrease by up to 20% the volume of services specified in the RFQ without any change in the unit price or other terms and conditions.

PAYMENT TERMS

  • First Payment: 50% payment upon signing of award and submission of media plan for entire period
  • Second Payment: 30% payment upon submission of stated deliverables for July & August 2020 
  • Third Payment: 20% payment upon submission of deliverables for September & October 2020
