Total Family Health Organisation (TFHO) is an indigenous Ghanaian social marketing organization duly registered in accordance with the laws of Ghana on February 1, 2017. We work to improve the health of people living in Ghana primarily through implementation of innovative evidence-based interventions that increases access to and utilization of health products and services in a measurable and impactful way. Our key intervention areas include Family Planning and Reproductive Health, Maternal, New-born, and Child Health (RMNCH), communicable and noncommunicable diseases, Water Sanitation and Hygiene (WASH), nutrition, and malaria. We utilize our deep insight and skills in Social and Behaviour Change Communication (SBCC) and social marketing to promote positive social and behavior change among individuals and communities.

Job Description

Quality Assurance Consultancy for the improving the quality of selected COVID-19 related Personal Protection Equipment

As part of its response to the COVID-19 pandemic, TFHO is working to increase the supply of essential commodities, such as hand sanitizers and personal protective equipment (PPE) across communities in Ghana. These are essentials in controlling the spread of Coronavirus disease and other illnesses.

TFHO has therefore deployed an innovative rapid intervention that will support the scale up of production, distribution, and use of these commodities across Ghana. In close collaboration with two local companies, Kasapreko Company Limited (KCL) and Maxatachem Limited (Maxim), TFHO is leading a private sector engagement activity that will build manufacturing capacity, improve distribution, increase consumer demand and use of hand sanitizer products from these local manufacturers across Ghana.

TFHO is soliciting proposals from consulting firms or individuals capable of providing technical services to the selected manufacturers to improve the quality of these essential commodities. TFHO anticipates issuing a fixed price contract for the performance of the work required, submission and acceptance of deliverables.

Overview of Activity
This RFP is for a local consulting firm or consultant to offer technical services to Ethical Apparel/Maa Grace to set up an ISO certified cleanroom for the production medical grade surgical mask. Also, the consulting firm or consultant will offer technical services to Kasapreko Company Limited and Maxtachem Limited to improve the formulation of their current hand sanitizers. This will entail but not limited to improving the cosmetic properties, packaging, and efficacy of the hand sanitizers.   

Preference will be given to firms who can demonstrate that:

• they have successfully offered similar technical assistance in Ghana, and
• they have the technical resources to accomplish this work in a timely and cost-effective manner.

Methodology

a. Objective
The objective of this activity is to improve the quality of medical grade nose mask and hand sanitizers produced by the selected local manufacturers in Ghana.

b. Approach
The consultant/consulting firm is expected to spend a minimum of 5 days in each of the 3 factory sites and review the production process and conduct several quality assurance and validation processes in close collaboration with the technical staff of the manufacturer.

The consultant is expected to develop Standard Operating Procedures (SOPs) for these factories, is needed, and conduct training for the relevant technical staff.

Scope of work
The main responsibilities of the selected consulting firm/consultant are as follows:

i)  Conduct an evaluation of technical properties of the current product through a comprehensive laboratory analysis.
ii) Review the product formulation and/production processes
iii)  Develop SOPs (for formulation, packaging, etc.) to ensure improved finished product
iv)  Conduct training for all relevant production staff.

Deliverables
A final report reflecting each of the activities outlined in the scope of works including recommendations.

Payment Schedule
Payment under this agreement will be as follows:

• First Payment   - 80% upon signing of the contract
• Final Payment- 20% after submission of final reports and other deliverables

Critical Deadlines
Site technical assistance should commence no later than October 26, 2020 and should be completed no later than November 15, 2020
