Job Description

  • Terms of Reference for Provision of Consultancy Services for CLIMATE Project.
  • Climate and Weather Assessment in the Northern, Upper East and Upper West Regions of Northern Ghana

 

CFTC has received funding from African Development Bank (AfDB), (acting as an administrator for the CLIMDEV – Africa Special Fund) to implement Climate Information Made Available to Entrepreneurial Farmers (CLIMATE) Project. As part of the project, CFTC will conduct a baseline on climate and weather diagnostics/assessment in the project area. The project works with multi-stakeholders including Ghana Meteorological Agency (Gmet), Regional Advisory and Information Network Systems (RAINS), Trade AID Integrated (TAI), Tumu Deanery and Rural Integrated Development Program (TUDRIDEP), Farm Radio International (FRI) and Ministry of Food and Agriculture (MoFA).

To conduct this baseline assessment, CFTC will require services of a consultant to;

  • Work with the Project Manager to review benchmarks for the project and targets for the two (2) year period of the project;
  • Review and analyze in a broader context climate and weather risks profiles (national, regional, district and community) and review general vulnerability situation in the three regions. Review the policy, institutional and local governance environment for building climate change resilience; The consultant will prepare a brief preliminary report based on the context;
  • Design data collection tools that allows for collection of appropriate qualitative and quantitative data on climate and weather risks, vulnerability and coping strategies and pretesting same in the proposed project location; The consultant will prepare a brief report on the pre-test findings and changes to the tools attaching final tools.
  • The consultant will lead the data gathering exercise – training data collectors, monitoring, cleaning the data and analysing it. He/She will compile a comprehensive draft report on the assessment based on the field research findings and in the format agreed upon and present the report to participants in a validation session;
  • Review and submit the final baseline report including comments from the validation presentation session.

Consultancy Period
The consultancy period is for a period of 21 working days

Reporting Lines
Work products are to be submitted to the Country Director/Project Manager, Tamale for verification and approval. Collaboration between the Consultant and Project Manager in Tamale will, at all times, be required.

Required Skills or Experience

We are looking for a consultant with the following skills and qualifications:

  • Good knowledge and experience in climate change programming, preferably in Ghana.
  • Demonstrable experience in conducting quantitative and qualitative climate and weather baselines in Africa, particularly in West Africa
  • Knowledge and experience in climate and weather information and dissemination, environmental suitability and adaptation practices
  • Experience in data collection using participatory methods etools, analysis and reporting.
  • Excellent and demonstrated understanding of ethical issues in research, willingness to sign Child Protection policy of CFTC.
  • Experience in working with a multi-cultural team of professionals.
  • Ability to write high-quality, clear, concise and analytical reports in English.
