Terms of reference – Stakeholder Analysis for the Centres of Excellence

Background

Decades after the International Conference on Population and Development in 1994, access to Sexual and Reproductive Health (SRH) services by young people is very low, particularly in sub-Saharan Africa. This is despite the increasing resources being targeted at addressing the SRH needs of young people. The continued poor sexual and reproductive health (SRH) outcomes in sub-Saharan Africa highlight the difficulties in reforming policies and laws, and implementing effective programmes; prohibitive laws and governments’ reluctance to institute and implement comprehensive rights approaches to SRH, lack of political leadership and commitment to funding SRHR policies and programmes, and dominant negative cultural framing of women’s issues present the major obstacles to operationalizing SRH rights across the region.

Although some progress has been made in sub-Saharan Africa in terms of developing reproductive health policies and reforming laws to provide a framework for the implementation of SRHR programmes, SRHR still remain non-priority issues on the development agenda of many sub-Saharan Africa governments which can be attributed to lack of commitment to the realization of SRHR, and inadequate resource allocation.

Civil Society Organizations have therefore taken up and continue to provide the needed leadership in the provision of SRHR programmes on the continent to salvage the situation whilst advocating for governments to improve its commitment in this quest. challenges with capacity of CSOs in implementing these programmes and keeping up with new trends of doing things in the current fast growing technological era is however, contributing to the non-realization of these goals. These challenges can be attributed to the low coordination between CSOs to harness their strengths, learn from each other to improve SRHR programme especially for young people.

IPPF MAs together with other CSOs and youth-led groups/organizations across the continent play a key role in this quest needs to be supported.  PPAG as a member of IPPF has over the years implemented youth focused programmes in the area of advocacy and service delivery in its effort to create an enabling environment for young people to access SRHR information and services. PPAG through its implementation has achieved substantial success in the area of youth programme and it has become important to sustain these gains and harness the strength and opportunities to the benefit of other IPPF member organizations, civil society organization, youth-led groups/organizations and stakeholders within the region.

It is against this background that PPAG (and other MAs ATBEF, Profamilia), was identified by IPPF as a Centres of Excellence for youth programming “to share their learning with others”; and to “implement and monitor a data‑driven, systematic, funded plan for scaling up best practices, including the provision of capacity building on state‑of‑the‑art tools and the latest standards for CSE, youth‑friendly services and the youth‑centred approach”. With funding support from Global Affairs Canada, PPAG through the Centre of Excellence programme will assume the leadership role to support IPPF Anglophone Member Associations and other CSOs   to strengthen their youth programmes within the Africa region and facilitate exchange.

Furthermore, the Centre of Excellence will share expertise and knowledge with other stakeholders to support them to implement quality youth centered programming and address the challenges of large-scale implementation. The CoE will continuously tests and implement best practice youth centered programs to identify promising practices and to validate concepts while at the same time keeping abreast of the latest developments and evidence in the SRHR field.

The overall project objective of the intervention is to improved quality of youth-centred programming supported by the Centres of Excellence (Youth) in selected West African and Latin American countries.

Scope of Work

The overall goal of this assignment is to conduct a stakeholder analysis to identify organizations that have interest and/or influence in the work of the CoE and determine how to work with them effectively. It will also bring to fore the possible oppositions with respect to the work of the CoE and how to deal with them.

The stakeholder analysis will help understand the different levels of youth programming within the various stakeholders’ and come up with evidence-based solutions tailored per challenges identified.

Potential audience and characteristics

These organizations will include but not limited to IPPF MAs, Civil Society Organizations, Youth-led groups/Organizations in the Africa region who can be part of the Centres of Excellence in youth programme initiatives especially on the delivery of reproductive health education/comprehensive sexuality education; SRH service delivery to young people; and advocate for youth policy in the area of SRHR. Also, other institutions such as private and government agencies will be involved to explore the extent to which they can be engaged in this programme to achieve maximum results.

Roles and responsibilities

The Consultant will;

• Review stakeholders list shared by PPAG
• Identify additional stakeholders relevant to the course of the CoE
• Develop and share with PPAG a Stakeholder assessment criteria
• Undertake stakeholder engagements (virtual engagements, interviews, email questionnaire, online survey or in-person as the situation may require due to COVID19)
• Present draft findings to PPAG for review and comments
• Lead the validation process of the SA report[1]
• Prepare and present findings to PPAG management and the CoE

PPAG will;

• Share with the Consultant a list of selected IPPF MAs and CSO, Youth Led Organisation (including a list of Key Informants and contacts)
• Provide all necessary logistics for the assignment [letters of introduction, contacts - emails, telephone, locations]
• Provide all relevant documents that may be required by the Consultant
• Organize validation meeting

Key deliverables

• A final list of selected IPPF MAs, CSO, Youth Led Organisation to be engaged
• An Inception report
• A Data analysis collection tool
• A Report on the Stakeholder analysis with key recommendations

Required Skills or Experience

Qualifications

The suitable Consultant/s must have the following;

• Master degree or its equivalent in Development Studies, Communication, Public Health,

Social Sciences, or any other related field with at least 5 years of experience in working in the field of Sexual Reproductive and Health Rights (SRHR).

• Proven experience in Stakeholder Engagements 
• Ability to produce well-written reports, exhibiting excellent analytical and communication skills.
• Should have good verbal, analytical, writing, and computer literacy skills.
• Leadership skills and the ability to work stakeholders
• Experience in working with local, national and international organizations

Duration of Assignment: Two (2) months, starting 2^nd August 2021
