The Coalition focuses on research and monitoring of anti-corruption legal environment as well as providing anti-corruption assessment to feed into policy documents. GACC also promotes citizen’s education on transparency and accountability issues, advocate on relevant issues that seek to enhance good governance.

Recruitment of a Consultant to Conduct a Study on Tax Administration Efficiency in Ghana
Terms of Reference 

Introduction
The Ghana Anti-Corruption Coalition (GACC) and Revenue Mobilisation Africa (RMA) have been organizing annual regional tax forums with the goal of improving tax compliance in Ghana. Tax collection and its use is key for ensuring the development of any country. The Ghana Revenue Authority (GRA) is the agency mandated to collect domestic revenue.

The mandate demands that the GRA has to identify taxpayers for assessment and collection of taxes due to the state. To carry out this mandate successfully, there is the need for the tax administration system of the GRA to be efficient. The GRA needs to have adequate and experienced personnel for the administration of taxes. There should be continuous in-service training programs and seminars for staff on best practices in tax systems. The GRA should also have the resources to provide adequate and relevant tax education to the public

The above capabilities are important indicators to determine the level of efficiency of the tax administration system of Ghana.

Objective of the Assignment
The proposed study would ascertain the efficiency of the governance, legal and policy frameworks guiding tax administration in Ghana. The research aims at assessing and providing up-to-date information on the current state of tax administration efficiency in Ghana.

Scope of the Assignment
The study will cover detailed understanding of the current state of tax administration efficiency in Ghana; the prevailing governance, legal and policy framework, gaps and recommendations on how to improve tax administration efficiency in Ghana. The study would employ a mixed method, combing desk study and field work via interviews with key stakeholders. 
 
The Consultant shall carry out the following;

  • Assess the current legal, institutional and and regulatory framework for tax revenue accountability in Ghana;
  • Evaluate the current stakeholders (especially CSOs) tax accountability initiatives and propose ways to enhance this
  • Identify the gaps in Ghana’s tax administration framework and propose recommendations.

Deliverables
The deliverables for this assignment are:
A study report that covers the aforementioned areas.

  • Draft Report by 30th November 2022.
  • Final report by 7th December, 2022. 

Duration of Assignment
The assignment is estimated to require 7 weeks.
 
Governance and Support by GACC/RMA
The Consultant will provide the above services, and will provide progress updates as requested by RMA and GACC. The Consultant will report to the Executive Director of RMA and the Executive Secretary of GACC.

The following shall be made available by GACC within its premises where necessary:

  • Photocopying
  • Stationery
  • Internet Access

Required Skills or Experience

  • An advanced university degree in taxation, development economics or its equivalent
  • A minimum of ten (10) years of relevant work experience in the fields of national tax policy and /or development economics.
  • Knowledge of or previous work experience in the fields of national tax policy formulation and implementation.
  • Ability to work independently and under tight deadlines; and
  • A high level of attention to detail.
