Call for Expression of Interest – Consulting Services for the USAID/Ghana Monitoring Evaluation and Learning Platform

CONTEXT
USAID/Ghana’s 2020-2025 behavior-led Country Development Cooperation Strategy (CDCS) recognizes the importance of building robust Monitoring Evaluation and Learning (MEL) systems and strengthening a culture of CLA, data-driven decision making, and coordination to achieve the Mission’s development goals. A behavior-led, integrated CDCS that benefits from a stronger CLA culture is expected to promote an environment that is more cooperative and cross-sectoral, and where USAID and its implementing partners (IPs) learn from one another and use knowledge to adapt and improve their activities and programs. Building on previous United States Government (USG) investments, including gains achieved under the three recent sectoral MEL platforms/mechanisms, the new Ghana MEL Platform, led by LINC LLC, will a) support

USAID/Ghana’s progress toward achieving its Development Objectives (DOs) outlined in the CDCS, helping the Ghana Mission achieve results through evidence-based adaptation; b) offer an integrated and cross sectoral approach to MEL and Collaborative Learning and Adaptation (CLA), and c) develop Mission, IP, and local capacity in MEL and CLA.

The period of performance for the LINC LLC contract is June 1, 2022 – May 31, 2026. LINC operates in partnership with an exceptional team of experienced implementers, evaluators, and researchers, including The Cloudburst Group, DevLab@Penn, and the Institute of Statistical, Social, and Economic Research (ISSER) at the University of Ghana.

Ghana MEL Platform Scope of Work

The MEL Platform activity provides a range of demand-driven services to USAID/Ghana, implementing partners, and Ghanaian stakeholders including Government of Ghana (GoG) Ministries, Departments, and Agencies, and Ghanaian academic and research institutions. Services to be provided under the current contract with USAID/Ghana include:

  • Performance Management Support: strengthening results measurement, MEL plan reviews, performance data analysis, and supporting performance management.
  • Research and Analysis: conducting assessments, special studies, and surveys.
  • Evaluation Services: Performance and Impact Evaluations.
  • Capacity Building and Learning Support: M&E and learning-related training, workshops, and coaching, learning events for USAID staff, implementing partners, and other stakeholders, engagement with Government of Ghana and other local research institutions.
  • Knowledge Management Databases and Geographic Information System (GIS) Mapping.
  • Communication and Outreach: Strategic communications and dissemination, media, and event support, and designing and producing outreach materials and information. 

Consultancy Services to Support the Implementation of Selected Activity in the Scope of Work
To implement planned activities under this scope of work, the USAID/Ghana MEL Platform intends to work with pre-qualified local organizations in ways that enhances their capacities and prepares them for working directly with USAID/Ghana. Thus, the MEL Platform is calling for Expression of Interest from qualified Consulting Firms and Research Institutions to be assessed for pre- qualification to perform tasks in the following MEL activities:

Task Area 1: Research and Analysis

  • Assessments and Special Studies
  • Surveys

Task Area 2: Evaluation Services

  • Performance Evaluation Studies
  • Impact Evaluation Studies

Task Area 3:

  • Capacity Building Support to Government of Ghana Partners and Local Research Institutions. In line with the Journey to Self-Reliance, the MEL Platform Activity will support the relevant GoG and quasi-GoG institutions to develop and strengthen national M&E, improve its national database repository, and strengthen their capacity to provide data and annual program reporting.

 

Required Skills or Experience

Qualification of the local organization is contingent on their ability to demonstrate: a) registration with the relevant Ghanaian authority; and b) the organization and key personnel’s experience in carrying out assignments in task areas listed above.
