Job Description

As the leading global partner for the Momentum Country and Global Leadership program, MCGL is a five-year USAID funded global award that works with country governments and local non-governmental organizations to provide targeted technical and capacity development assistance.  

MCGL builds upon existing evidence and best practices and catalyzes innovations that enable government-led partnerships to deliver high-quality, evidence-based interventions that accelerate reductions in maternal, newborn, and child mortality and morbidity at scale. The project also contributes to global technical leadership, learning, and USAID’s policy dialogue to achieve global maternal, newborn, and child health, voluntary family planning, and reproductive health (MNCH/FP/RH) goals by supporting globally endorsed initiatives, strategies, frameworks, guidelines, and action plans. 

We are currently looking for dynamic individuals to fill the following position:

  • Reports to: Senior Monitoring, Evaluation and Research (MER) Officer
Job Overview
The MER Officer will provide support to MCGL teams including support for data collection, data entry, information management and reporting, and research and evaluation. 

Duties and Responsibilities
  • Work with multi-partner program teams to implement monitoring strategies and action plans to ensure continued monitoring of program achievement against targets 
  • Support teams to implement appropriate systems and tools to conduct monitoring activities 
  • In collaboration with program staff and counterparts, support implementation of Monitoring, Evaluation, Learning, and Research strategies and framework 
  • Ensure data collection and evaluation tools are implemented with fidelity and consistency 
  • Lead data review meetings and cultivate a culture of data use within the district
  • Implement adaptive management strategies internally within the project and externally 
  • Implement data quality improvement protocol, systems, and tools as required by the project 
  • Support in building the capacity of health workers on data quality, data utilization, and data management 
  • Support the implementation of data management systems for each project with clear tools, processes and roles, and responsibilities
  • Lead all assessments including mixed methods baseline and endline assessments 
  • Ensure adherence to IRB and ethics guidance in all evaluation and research 
  • Lead analysis of data (e.g. routine data, evaluation results, or learning activities) and regular review process against indicators and performance monitoring plan 
  • Contribute to program reporting and related documentation needs for assigned technical areas 
  • Implement MERL related activities in the workplan focused on data quality, data use, and adaptive management strategies 
  • Establish project database for reporting of all data 
  • Report data on time to donor and MCGL global project

Required Skills or Experience

Qualification, Knowledge, Skills and Abilities
  • Bachelor’s degree (masters or other advanced degree preferred) in public health, operational research, epidemiology, statistics or related social science
  • 4 years of applied skills in designing and implementing monitoring and evaluation activities 
  • Previous experience in assessment and support to strategic information/HMIS 
  • Previous experience providing M&E expertise on donor-funded programs 
  • Experience with implementing appropriate strategies, systems and tools to conduct monitoring activities 
  • Experience with implementing action plans to ensure continued monitoring of program achievement against targets 
  • Experience with ensuring that data is collected and evaluation tools are implemented with fidelity and consistency 
  • Experience in the implementation of data quality improvement protocol, systems and tools 
  • Experience in the implementation of data management systems for each project with clear tools, processes and roles and responsibilities 
  • Ensure adherence to IRB and ethics guidance in all evaluation and research 
  • Experience with participating in analysis of data (e.g. routine data, evaluation results or learning activities) and regular review process against indictors and performance monitoring plans
  • Experience in contributing to program reporting and related documentation needs for assigned technical areas 
  • Experience of close collaboration with the Ghana Health systems and collaboration with government level officials to strengthen program implementation. 
  • Experience in collaborating with a wide range of local and international partner organizations
  • Experience in facilitation, team building and coordination
  • Experience in report writing and publications. 
  • Experience with working in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability to travel frequently
