ACCELERATING CHANGE THROUGH INNOVATION IN AGRICULTURAL TVET (ACTIVATE) 
The Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE) program is a 5-year project funded by the Mastercard Foundation, which aims to improve the well-being and resilience of young women and men by strengthening an industry-led demand-driven Agriculture Technical and Vocational Education and Training (ATVET) system across Ghana. It blends education and skills training while building collaboration and linkages among key stakeholders such as public and private actors, academia, and agriculture value chain actors. Over the life of the project. This program will respond to key challenges facing the Agriculture and Adjacent sectors (defined as sectors  that are directly or indirectly aligned with agriculture, such as ICT, logistics, etc.), including: 
  • Low quality of ATVET instruction, curriculum, and equipment/infrastructure; 
  • Non-alignment of new TVET policies and reforms across ministries; 
  • Lack of ATVET engagement with industry to understand their human resource needs; 
  • Low or limited business skills among young people and insufficient entrepreneurship support to the diverse needs of agripreneurs;
  • Insufficient management capacity of ATVET providers, regulators, and support organizations 
The project will reduce gender-specific barriers such as insufficient management capacity of ATVET providers, regulators, and support organizations in making their products/services attractive to young women, elevate the voices and aspirations of youth, and integrate a strong inclusivity lens with respect to gender and disability.
 
The project’s ultimate goal is “Improvement in well-being and resilience of young women and men as a result of strengthened ATVET Systems, quality education, and industry-relevant skills training in agriculture and adjacent sectors.” 
 
The project will reach over 80,340 individuals, of whom 79,360 will be youth aged 15 to 35, with 85% of these youth in work and 70% young women. Stronger and more resilient ATVET Institutions, changes in ATVET organizations' practices, improved coordination, and confident youth with enhanced skills are expected results.
 
PURPOSE OF TECHNICAL ASSISTANCE
WUSC is seeking to engage a Gender Equality technical assistant partner for the duration of the ACTIVATE project (2024-2029). The successful candidate/organization will be engaged on a one-year contract with a possibility of extension in subsequent years. The technical assistant will assist project partners/stakeholders in developing and delivering quality, market-relevant, strong inclusivity, and gender-responsive strategies through all project implementations. 
 
WORK PACKAGE  
The scope of work for the duration of the project includes:
  • Review ACTIVATE project documents and other publications, including the Labour Market Assessment, Performance Measurement Framework, Work Plans, and learnings from similar projects, e.g., INVEST.
  • Assess and identify gender equality and social inclusion, and diversity gaps of up to six (6) partners and stakeholders and submit reports on findings and next steps.
  • Provide technical assistance to partners on gaps identified. Submit training plans, modules, and evaluations prior to and post-training reports.
  • Strengthen gender equality capacity across all program partners and stakeholders' strategies, including facilitating the improvement, development, and implementation of the gender equality and social inclusion strategy of partners and key ATVET system stakeholders to harmonize the efforts of WUSC. 
  • Train key staff of partners and stakeholders in gender equality and social inclusion.
  • Support all program partners and stakeholders to ensure activities are gender-responsive, including technical courses and pedagogy.
  • Support training providers in integrating inclusive and gender-responsive practices in the delivery of ATVET. This will include gender, diversity and inclusion, (including review of structures, systems, policies, and modules) of ATVET training institutions, development of gender-responsive and inclusive training manuals, provision of training on diversity, inclusion, as well as assessments of training results.    
  • Work with partners and stakeholders on issues of advocacy, agency, and women’s leadership in agriculture. 
  • Ensure sharing and learning among the program partners to ensure a mutually beneficial process where WUSC and all the partners and stakeholders can learn from each other's challenges and successful gender-responsive and inclusion practices. 
  • Provide technical expertise to governance bodies and technical groups of the ACTIVATE project to showcase young people's, especially young women's, engagement and progress in the ATVET sector.

Required Skills or Experience

The lead consultant(s) should have the following qualifications: 
  • Degree in Social Sciences, Education, International Development, or a related discipline
  • Strong skills in conducting gender equality and social inclusion analysis, developmental strategies, and implementation and operational plans
  • Experience in conducting capacity assessments, development of gender-responsive and inclusive  tools, monitoring, and evaluation of gender equality outcomes
  • Experienced in programming on gender equality, equity, inclusion, and promotion of diversity, targeting of vulnerable and marginalized groups
  • Awareness of gender equality and equity issues in the agriculture TVET and its adjoining sector space.
  • Minimum five (5) years of relevant professional experience in your field of expertise
  • A commitment to gender equality, youth, and disability inclusion.
  • Expertise in the facilitation of multiple/diverse stakeholder groups
  • Expertise in knowledge translation 
  • Strong interpersonal skills
  • Strong analytical skills
  • Excellent written and oral communication in English
  • Knowledge of local Ghanaian languages is desirable
  • Familiarity with Ghana’s TVET/ATVET sector is desirable
  • Prior experience working with donors such as Mastercard Foundation and Global Affairs Canada is an asset.
