Job Title: Meal Specialist    Duty station: Kumasi, Ashanti Region 

 

The PROSPER III Project seeks to increase food production, productivity and income in ways that are resilient to climate change whiles empowering women, improving nutrition-sensitive agriculture, and reducing environmental impact reaching a direct target of 95,200 people. The project will be managed from the Kumasi sub-office of CARE International in Ghana.

The key Project Objectives are to:
Increase women’s leadership and agency, increase women’s access to and control of productive resources, enhance women’s access to inclusive markets and improve strategic partnerships and advocacy.

The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist is responsible for the design, coordination and implementation of the monitoring, evaluation, research, and learning framework of the PROSPER III project. S/He will work with the Project Manager to establish sound reflective practices as a basis for the advancement of project objectives. The MEAL Specialist will supervise and coordinate data collection activities at the project communities and district levels and provide technical backstopping. S/He will build the capacity of field teams to monitor project implementation and measure any changes and lessons in the project’s operational areas. 
S/he will report directly to the Project Manager and will be based in the Kumasi Sub-office in Ashanti Region with frequent travel to all PROSPER III operational districts in the Ashanti, Central, Western and Western North Regions. 

KEY RESPONSIBILITIES OF THE ROLE
 
M&E Technical Support to the project
  • Lead on the design of project level M&E data collection tools, M & E plan/schedule and M&E frameworks, database management, project reporting, and impact measurement in conjunction with the Project Manager.
  • Maintain a calendar for projects evaluations and MEAL related events, including the development and support for M&E capacity building plan in coordination with Project Manager. 
  • Conduct periodic monitoring of project activities, outputs and outcomes including data collection on a timely basis and in accordance with M&E plans.
  • Support the Project team in the completion of semi-annual and annual project reporting, ensuring that the reporting is quality and meets donor expectations and requirements.
  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of project results at different levels (outputs, outcomes, and impact).
Action Research, Documentation and Dissemination
  • Facilitate and support the documentation of project processes and achievements including documentation for public dissemination e.g. draft reports, case studies/MSCs, success stories, articles for use in the dissemination of best practices.
  • Produce other reports as may be required in the project to ensure that all processes and project outcome/results and lessons are thoroughly documented and disseminated.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the Project Manager on improving project performance using MEAL findings.
  • Support planning Semi-Annual and annual Project Review sessions with staff and Stakeholders.
Data Collection and Analysis
  • Support in installing and configuring mobile data collection tools (OKD collect, Kobo collect,) on smart phones or tablets and manage data on mobile servers (Kobo form builder, etc.)
  • Develop guidance and standards methodologies for the collection and analysis of data to allow for comparison and aggregation across time and the different districts.
  • Develop TOR for internal and external baseline survey, mid-term evaluations, final evaluations and frame the different types of study questions such as barrier analysis, market analysis, Knowledge, Attitudes, and Practices Surveys (KAP).
  • Interpret statistical data for use in decision-making and synthesize quantitative and qualitative information for write-up/reports and decision making.
Data Quality Management
  • Develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators.
  • Organize the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop actions plans to implement corrective measures.
  • Coordinate data gathering and data management of population-based surveys and surveillance activities.
  • Conduct regular site visits or when required to monitor project implementation and ensure data quality.
Lead the implementation of Feedback and Accountability Mechanism (FAM)
  • Provide technical support to the team on establishing and maintaining effective feedback mechanisms for decision making, fully in line with commitments regarding accountability to project participants.
  • Implement and monitor the FAM, accountability initiatives, and practices across the organization.
  • Lead the implementation of methodologies to consult communities on their preferences based on the operational context.
  • Monitor and report on CARE's adherence to Do No Harm approach at the field level.
  • Ensure after-action reviews and lessons learned exercises, including data collected through Community-Based Feedback and Accountability Mechanism (FAM) and other participative forms of community engagement and feedback collection.

Required Skills or Experience

Knowledge
  • Experience and knowledge of M&E approaches, database design and other tools for information management like DHIS2.
  • Knowledge and experience with mobile data collection platforms.
Experience
  • At least 3-5 years of work experience in development projects preferably agriculture, value chains project planning, monitoring and evaluation, knowledge in the following thematic areas: digital development, entrepreneurial ecosystems and the agri-business in Ghana.
  • NGO experience; development M&E, quality improvement experience.
  • Experience in data processing & use of data visualization tools will be an added advantage.
  • Demonstrated experience in managing teams and building staff capacity within complex programming.
Skills
  • Demonstrated skills in the use of qualitative and quantitative software for data analysis.
Education 
  • A minimum of bachelor’s degree in social sciences, Natural Resource Management, Development Planning, Agricultural Science, Computer Science/Statistics/Information Management and other discipline relevant to rural development.
