Job Description

Background

The Feed the Future Ghana Trade and Investment (GTI) Activity seeks to improve the enabling environment for Ghana’s economic growth by (1) facilitating growth in export-oriented trade; (2) improving and developing product standards; (3) catalyzing investments in private enterprises related to high-value commercial crops; (4) promoting job creation, particularly among women and youth; (5) promoting economic diversification; and (6) increasing foreign exchange revenues from high-value export crops. GTI will facilitate investing in firms that trade goods across borders, spur innovation, and build the capacity of the entire trade sector.

Position Summary

The Finance Officer will report to the Project Accountant and will work with Home Office finance and management team as directed by the Accountant. The Finance Officer provides support to the Accountant in all aspects of the project accounting and financial management. S/he ensures that accounting transactions follows the general principles of accounting and home office field accounting manual. S/he must also follow the client (USAID) and local government policies, procedures, and regulations.

Key Responsibilities

The Finance Officer will be responsible for the following tasks:

  • Continually orient staff on Nathan and USAID financial procedures.
  • Record all transactions in QuickBooks
  • Asist Accountant to monitor bank balances in both USD and Cedi and arrival of wire transfers and ensure bank accounts are up-to-date.
  • Verify all vendor and subcontractor invoices and ensure supporting documents are received and correct for processing.
  • Verify and put together documentation for processing of participants M&IE payments as directed by Accountant.
  • Calculate and withhold the appropriate amounts for withholding taxes from vendor and consultant payments and GRA amounts for contract employees. Ensure these payments make it to the Ghana Revenue Authority office by the due date each month.
  • Review outstanding checks and payments in transit, e.g., rent, service and utility payments and lease modifications.
  • Process VAT refund and VRPO requests.
  • Process staff travel and other advances and review staff expense reports.  Monitor Advance aging and follow-up with staff to ensure advances are reconciled on time.
  • Manage petty cash and ensure that transactions are verified, and balances are reconciled at least once a week.
  • Update the payments made (this week), payments pending (submitted for processing/authorization) and outstanding payment (scheduled for next week) sheet on a weekly basis.
  • Maintain and organize project accounting filing system.
  • Any Other duties associated with role.

Required Skills or Experience

  • Must be a Ghanaian citizen.
  • A university degree in a related field; accounting or finance preferred.
  • At least 2-3 years of professional accounting experience.
  • Experience with QuickBooks or other accounting software.
  • Experience working on a donor–funded project; USAID preferred.
  • Familiarity with USAID rules and regulations.
  • Understanding of Ghanaian tax laws, standard practices, and accounting procedures
  • Strong problem-solving skills.
  • Good written and verbal English skills.
  • Strong attention to detail.
  • Demonstrated experience in office software (Accounting software, Word, Excel, Power Point, etc);
  • Willingness to work closely with the Nathan home office as necessary.
  • Outstanding interpersonal skills.

Location and Reporting 

The Finance Officer will be based in Accra with occasional field assignments in other regions in Ghana, and report to the Project Accountant.
