Job Description

BACKGROUND

The Strengthening Partnerships to Advance Disability Rights in Africa (SPADRA) project is a Pan-African initiative led by a consortium comprising the African Disability Forum (ADF), Disabled Women in Africa (DIWA), and Inclusion Africa (IA). The project’s overall objective is to advance disability and gender rights across Africa, with an initial focus on four countries – Benin, Ghana, Malawi, and Zambia.

SPADRA seeks to strengthen the capacity of Organisations of Persons with Disabilities (OPDs), build inclusive partnerships, and support legal reforms anchored in continental instruments such as the African Disability Protocol (ADP) and the SADC Protocol on Disability. The project emphasises grassroots implementation and the development of locally tailored tools for enhancing social service access and meaningful participation of women with disabilities.

Findings from the pilot phase of the project highlight systemic barriers that particularly affect women and girls with disabilities, including:

  • Limited access to social protection services
  • Exclusion from education and justice systems
  • Pervasive stigma and discrimination
  • Lack of accessible and gender-sensitive community-based support services
  • Sexual and economic exploitation in formal and informal settings

As part of its implementation strategy, Inclusion Africa is looking for an expert to lead the development of  Guidelines on Provision of Inclusive Social Services to Women and Girls with disabilities at community level.

SCOPE OF WORK

The consultant will be responsible for the following tasks:

  • Prepare a second draft of the proposed Guidelines on delivering inclusive social services for women and girls with disabilities, using a first draft prepared by the SPADRA Project Manager.
  • Present the draft guidelines at the validation workshop.
  • Develop relevant tools to solicit further inputs from participants on challenges and barriers to inclusion of women and girls in education, social protection, health care and access to justice.
  • Facilitate critical review of the draft by participants of the validation workshop to ensure the document is very practical and easy to adopt/implement.
  • From the feedback and inputs received at the workshop, prepare a final version of the Guidelines, for design and printing.
  •  Plan with participants effective ways of disseminating the developed guidelines to social services providers.
  • Other relevant tasks

DELIVERABLES

The following outputs are expected from the facilitator:

  • A finalised document (Guidelines on Inclusion of Women and Girls with Disabilities in Social Services at Community Level).
  • Workshop report, including plan for disseminating the guidelines to services provider

PAYMENTS

The consultant will be paid for 10 working days as follows:

  • Three (3) days for review and preparation of a second draft of the guidelines.
  • Two (2) days facilitation of a validation and further inputs gathering workshop.
  • Five (5) days for finalising of the guidelines and workshop report.
  • An average of GHS 2,500 will be paid per day (to be detailed in the service agreement/contract to be signed by consultant and SPADRA Project Manager).
  • Two (2) payment tranches: 50% upon completion of the 2 days workshop; 50% on submission and approval of final deliverables.
  • All workshop materials, printing, and lunch will be provided by Inclusion Africa.

Required Skills or Experience

The ideal consultant should possess relevant skills including the following:

  • Demonstrated experience in cross-disability and gender inclusion (please do not apply if you cannot demonstrate this on your CV).
  • Expertise in inclusive education for girls and young women with disabilities.
  • Excellent knowledge of social services delivery in Ghana.
  • Very good knowledge of intersectionality of disability, gender and other status (marginalised, etc).
  • Proven background in facilitating similar workshops.
  • Strong interpersonal and communication skills, including facilitation with low-literacy and cross-disability groups.
