Job Description

PURPOSE OF THE JOB
The Head of SHERQ will oversee the development, implementation, and enhancement of SHERQ policies, procedures, and culture across the subsidiary. This role requires a leader capable of driving a strong safety culture, maintaining triple ISO certifications (Quality, Safety, and Environment), and ensuring compliance with regulatory and customer requirements. The Head of SHERQ will spearhead HSE risk assessments, emergency preparedness planning, and legal compliance while leading the SHERQ team. Additionally, they will ensure the effective management of the Integrated Management System (IMS), aligning with the company SHERQ standards and operational excellence objectives.
  
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

1. Team Leadership and Development

  • Lead, upgrade, and enhance the SHERQ team to deliver high-performance results.
  • Identify skill gaps and provide training and mentorship to build team capacity.
  • Foster a culture of accountability, collaboration, and continuous improvement within the Ghana team.

2. HSE Risk Assessments and Emergency Preparedness

  • Conduct thorough HSE risk assessments for all activities, including site work, transportation, and operational tasks.
  • Implement risk mitigation measures, ensuring alignment with best practices and legal requirements.
  • Develop, test, and maintain emergency preparedness and response plans, including regular drills and evaluations.
  • Ensure all employees and contractors are aware of emergency procedures and are adequately trained.

3. Legal and Regulatory Compliance

  • Monitor compliance with local, regional, and international HSE laws and regulations.
  • Liaise with regulatory bodies to ensure all statutory requirements are met, including permits, audits, and certifications.
  • Keep abreast of changes in legislation and industry standards to ensure the company’s compliance and readiness.

4. Integrated Management System (IMS)

  • Oversee the maintenance and continuous improvement of the Integrated Management System (IMS) in line with ISO 9001, ISO 14001, and ISO 45001 standards.
  • Ensure all IMS documents, including policies, procedures, and manuals, are up to date and accessible to stakeholders.
  • Coordinate internal and external audits, addressing non-conformities and implementing corrective actions.
  • Drive IMS awareness and adherence across all levels of the organization.

5. SHERQ Management System Implementation

  • Implement and maintain the SHERQ Management System in alignment with Group standards.
  • Conduct periodic audits, inspections, and evaluations to ensure the effectiveness of SHERQ systems.
  • Ensure proper documentation, traceability, and accessibility of SHERQ records and reports.

6. Customer and Stakeholder Liaison

  • Serve as the primary SHERQ point of contact for customer-related matters, ensuring clear communication and timely reporting.
  • Prepare and submit accurate SHERQ reports (weekly, monthly, yearly) to stakeholders, including UTAD reports as required.

7. Group Initiatives and Compliance

  • Actively participate in Group SHERQ initiatives, including cross-check audits, seminars, and regular Group meetings.
  • Implement Group templates and guidelines for GHG calculations and reporting.

8. Sustainability and Environmental Management

  • Contribute to the Group's sustainability initiatives and environmental goals.
  • Oversee GHG emissions calculations, reporting, and reduction strategies using Group-provided tools and methodologies.

9. Safety Culture and Risk Management

  • Build and maintain a robust safety culture across all levels of the organization.
  • Enforce safety policies, practices, and training to minimize risks and ensure the well-being of all employees.
  • Conduct regular site inspections, safety audits, and emergency drills.

10. Training and Communication

  • Develop and implement comprehensive training programs for employees and contractors to enhance SHERQ awareness and skills.
  • Ensure effective communication of SHERQ policies, procedures, and updates to all stakeholders.

11. Collaboration and Advocacy

  • Advocate for SHERQ principles and foster collaboration with other departments to integrate safety, health, and environmental standards into daily operations.
  • Drive cross-departmental initiatives to enhance operational safety and sustainability.

12. Reporting and Documentation

  • Prepare and deliver SHERQ reports for both internal (Group) and external (customers, regulators) stakeholders.
  • Maintain accurate records and documentation to ensure transparency and compliance.

13. Compliance and Certification

  • Maintain triple ISO certifications, ensuring adherence to standards and managing external audit processes.
  • Ensure compliance with Group and customer-specific SHERQ requirements.

OTHER DUTIES AND RESPONSIBILITIES

  • Ensure full compliance with Lifesaving rules and other relevant regulations within their respective departments.
  • Organize and conduct trainings on HSE matters, emphasizing safety protocols and best practices.
  • Lead and participate in field audits (boots not suits audits) to assess safety compliance and identify areas for improvement.
  • Promote a strong safety culture within their departments through effective communication, training, and awareness programs.
  • Collaborate with cross-functional teams to implement HSE initiatives and improve safety performance.
  • Monitor and evaluate the effectiveness of HSE programs and procedures, recommending and implementing corrective actions as necessary.
  • Allocate resources and establish priorities to support HSE initiatives within the department.
  • Provide leadership and guidance to departmental team members on HSE matters.
  • Apply the stop work authority in case of non-compliance with the Lifesaving rules

SUPERVISORY RESPONSIBILITIES

  • Manage high Performance teams and communicate with clients to solve problems on time

Required Skills or Experience

MINIMUM REQUIREMENTS / QUALIFICATION
  • Bachelor’s degree in Environmental Science, Safety Management, Engineering, or a related field. A master’s degree is an advantage.
EXPERIENCE
  • Minimum of 8 years of experience in a SHERQ leadership role, preferably in telecom or energy sectors.
  • Experience with GHG calculations, sustainability initiatives, and environmental management
KNOWLEDGE
  • Proven track record of maintaining and implementing ISO certifications (9001, 14001, 45001).
  • Demonstrated expertise in HSE risk assessments, legal compliance, and emergency preparedness.
