Job Description

DEPARTMENT Operations Management
 
PURPOSE OF THE JOB 
The Quality Assurance Manager shall work closely with the SHEQ, Power Specialist and Operations Manager to ensure work is conducted in the manner that it is prescribed to be carried out and that the features and functions of the end result meet all the signed off requirements, performance and success criteria. 
 
Candidate is expected to be very familiar with Electrical Power Generation and the Electro-mechanical components on BTS Cell Sites as pertains to Grid Power, Generators, DC Systems (preferably Delta and Eltec DC Systems), and work with established Standard Operating Procedures (SOPs) to contribute greatly to the achievement of all contractual KPIs and SLAs with the ultimate aim of maintaining customer assets for high performance and business continuity.
 
The QAM is expected to identify knowledge gaps of teams, identify training needs, offer such trainings to teams by himself/herself or through a consultant to ensure teams are fully equipped with relevant skills, knowledge and tools for executing their work.
 
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
 
People Quality Verification
  • Establish required knowledge and skills sets for teams.
  • Conduct gap analysis.
  • Identify training needs and offer required training.
  • Ensure continuous training and development of teams.
  • Aid in certifying that teams are qualified for carrying out prescribed works on the network.
Process Quality Verification
  • Understand fully Customer Standard Operating Procedures (SOP).
  • Ensure teams have full knowledge and understanding of SOPs.
  • Develop internal SOPs to augment customer SOPs.
  • Communicate any revisions of SOPs to teams and ensure teams are properly informed.
  • Ensure adherence to the organization’s QMS.
Equipment, Materials, Tools and Parts Verification.
  • Understand fully the functions and performance levels of all equipment, materials, tools and parts used on the network.
  • Physically inspect all such equipment, materials, tools and parts and certify quality per agreed standards before use in the network.
  • Recommend genuine parts and technical specifications of parts for use in the network.
  • Monitor performance of parts replaced and works done on the network and recommend further improvement actions.
Works Quality Verification
  • Ultimately responsible for quality of workmanship of all works on the network (PM, CM, Mini Projects etc.).
  • Ensure teams are aware of available Quality Assurance and Quality Control tools and that teams are using such tools (Service Now, Mobile Reach, RPMS, Checklists, Photographs, Site Inspections, Reports etc.), in the conduct of their duties. 
  • Train and retrain teams to conduct works to conventional standards, customer standards those stipulated by the organization.
  • Ensure total adherence to all HSE policies and requirements.
Quality Configuration Management
  • Ensure all Quality Assurance and Quality Control Documents are documented appropriately and stored.
  • Generate and publish required reports regularly to Line Manager, Management and Customer upon request.
  • Document findings on performance or otherwise of network elements for future references.
OTHER DUTIES AND RESPONSIBILITIES
  • Work closely with Power Specialist and NOC Manager to find solutions to issues on the network
  • Liaise with Asst. OPs managers for departmental alignment
  • Offer support to Warehouse and Procurement Teams for quality supplies
  • Any other duties assigned by Operations Management Lead
SUPERVISORY RESPONSIBILITIES
  • Quality Assurance Supervisors
  • Field Engineers
KEY PERFORMANCE INDICATORS
  • Achieve 90% of Internal Quality Control of all works done on the network within stipulated timelines.
  • Achieve 99% No Downtime of a Site within 30days after PM
  • Achieve 99% Defect free parts used on network
  • Contribute to achieve 00:02DTPTPW
  • 100% Adherence to HSE requirements

Required Skills or Experience

  • Must have a minimum Bachelor’s Degree or HND Degree in Any Engineering field preferably, Mechanical Engineering or Electrical/Electronic Engineering.
  • Fairly informed of Lean Six Sigma approach to Enhancing Operational Performance and Efficiency
  • Knowledge in conventional Quality Management Systems
EXPERIENCE
Minimum five (5) years working experience in a similar role
 
KNOWLEDGE
  • Must possess knowledge on the Telecoms Industry especially Passive Infrastructure Maintenance
  • Must have demonstrated knowledge and hands-on experience in power generation on BTS Cell Sites, composite of Grid Power, Genset and DC Power Systems
  • Must be familiar with back office tools for monitoring power availability, power issues and how to correct them.

  • Candidate must be able to communicate effectively to all levels of stakeholders in a professional and courteous way.
  • Must be apt in adopting to ICT tools in the business environment
  • Must be good in analyzing huge data for effective decision making
  • Must be computer literate with basic knowledge in using Outlook, MsExcel and MsWord
