Job Description

Terms of Reference (ToR)
Production of videos for the GrEEn Project

Background
The Boosting Green Employment and Enterprise Opportunities in Ghana (GrEEn) project is a four-year action from the European Union, the Embassy of the Kingdom of the Netherlands, SNV Netherlands Development Organisation and the United Nations Capital Development Fund (UNCDF).

Implemented by SNV and UNCDF in partnership with the Ministry of Local Government, Decentralisation and Rural Development, the GrEEn project is a 4-year project which aims at creating green jobs and promoting the growth of the green and circular economy in Ghana by improving skills development and increasing access to finance for youth, Micro, Small and Medium-sized Enterprises (MSMEs), women and returning migrants.

GrEEn is funded under the European Union Emergency Trust Fund (EUTF) for Africa with a total contribution of EUR 20,600,000 from the EU, SNV, UNCDF and the Embassy of the Netherlands in Ghana. GrEEn has 4 result areas: UNCDF focuses on Results 1 and 3, while SNV focuses on Results 2 and 4.

  1. Supporting growth of local economies and creating short-term job opportunities through cash for work schemes for green and climate resilient infrastructure;
  2. Improving the ability of women, youth and returning migrants to take advantage of green job and entrepreneurship opportunities in their local economies;
  3. Increasing access to and use of financial services to support cash-for-work beneficiaries and MSMEs to meet the needs of youth, women and returning migrants while also benefiting their local communities;
  4. Supporting and speeding the growth of Small and Medium-sized Enterprises (SMEs) in the green and circular economy so they can offer decent, fair and sustainable jobs to youth, women and returning migrants.

Objectives of the Terms of Reference

SNV Ghana is looking for an experienced video production team to lead the video production and finalisation process for several videos intended to:

  • Highlight the achievement and impact of the GrEEn project’s results in creating green jobs and supporting green entrepreneurs and businesses.
  • Give visibility to the European Union and its Circular Economy Action Plan as well as its implementation in Ghana.
  • Promote the brand awareness and visibility of the main donor, the European Union, Embassy of the Netherlands in Ghana as well as SNV Ghana.

Scope of Work
Services and Tasks
The video production team will work with the GrEEn Communication Advisor and Technical Advisors in the Ashanti and Western regions to record high quality footage and audio by interviewing service recipients, donors, and partners.

Deliverables

  1. GrEEn TV documentary: A 15-25 minutes (max) documentary that focuses on the circular economy development in Ghana, the impact of the GrEEn Project and its partnership with local and private stakeholders to support sustainable development and Ghana’s transition into the circular economy. Interviews will include funding partners from EU, Netherlands Embassy, and government partners from Ministry of Employment and Labour Relations, Ministry of Local Government Decentralisation, Ministry of Trade and Industry, Association of Ghana Industries, implementing partners and other partners at the local and national level. Video will have two language versions, Twi and English.
  2. Job Creation Impact Video: A video focused on job creation and skills development provided to youth job seekers and potential entrepreneurs under the Result 2 objective of the GrEEn Project. Interviews will be at the regional level.
  3. Entrepreneurship Impact Video: A video highlighting support for green entrepreneurs and SMEs under the Result 4 component of the GrEEn Project. Interviews will be at the regional level.
  4. Joint GrEEn impact story: This will highlight the impact of the GrEEn Project implemented jointly by SNV and UNCDF to achieve the 4 Result areas of the project and how their impacts are interlinked. Interviews will be at the regional level.
  5. Financial inclusion video: This will showcase how the provision of matching grants from the GrEEn Innovation Challenge, GrEEn Business Plan Competition and other machinery support provided under the greening support has helped SMEs and start-ups to kickstart their businesses and scale up to create jobs. Interviews will be at the regional level.

Regional videos will be shot in the Ashanti and Western Regions and national level videos will include these two regions as well as the Greater Accra Region.

Aside the documentary, other impact videos will have a maximum of 4 minutes duration; and short versions of up to 2:00 minutes maximum. All videos will have social media versions between 35 seconds – 1:15 minutes, as well as teasers of 5-25 seconds max.

The Consultant will also provide at least 30 different action images of each interviewee.

Activities and responsibilities
The Video Production team will be responsible for the following:

  1. Providing high quality video and audio interviews of identified interviewees.
  2. Film establishing and closing shots that capture the contexts and environments of the interviewees.
  3. Piecing together raw footage to create a storyline and inserting provided captions and subtitles in sync with speakers.
  4. Using provided visibility materials by the GrEEn project such as logos, disclaimers and end credits.
  5. Providing soft copies of the videos and all raw footage collected.
  6. Provide a bank of at least 30 professional action images per interviewee for videos filmed and edited.

The contract with the service provider will fall under the GrEEn Project’s Framework Agreement (Long Term Agreement) and is expected to kick off in September and end by 30th November 2023.

Transportation to and from filming sites as well as accommodation will be provided to consultants by SNV Ghana.

Payment modalities: Payment will be made on finalisation and submission of videos.

Required Skills or Experience

Eligibility Criteria

  • A creative video team with demonstratable experience producing documentary and impact videos, especially for development organisations with the lead consultant possessing at least 8 years of experience in the film and documentary industry. Please include CV of lead consultant and other members.
  • Experience using Adobe Premiere Pro and other video editing software to produce quality videos and links to similar videos provided.
  • A deep understanding of branding and keen eye for detail.
  • Evidence of compliance with national tax systems, including tax certification and business registration.
