BACKGROUND ON Ghana IHP

The purpose of the USAID-funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.

POSITION SUMMARY

Project HOPE seeks a Chief of Party (CoP) to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of the project. The CoP will be responsible for the overall project leadership, management, and technical direction of staff and consultants, project activities such as implementation, monitoring, reporting and evaluation, and partner coordination. S/he will serve as key liaison with USAID, government counterparts, and local partners. The CoP will manage and supervise the work of project personnel and subcontractors/subgrantees and ensure that all project assistance is technically sound and appropriate. S/he also oversees project work planning, performance management, and strategic communication. 

PRINCIPAL RESPONSIBILITIES:

1. Provide leadership and strategic direction to ensure the programmatic and financial integrity of the IHP and to achieve rapid and sustained project goals, objectives, and targets.
2. Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; and design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.
3. Ensure compliance with the project results and oversight of project activities to achieve the stated objectives.
4. Ensure the development of strong monitoring and evaluation (M&E) mechanisms, project monitoring tools, and efficient systems to ensure high quality implementation.
5. Develop and maintain strong working relationships and alliances with USAID, the government stakeholders, other USG implementing partners, private sector partners, and other key stakeholders in Ghana to maximize resources and avoid duplication of effort.
6. Represent Project HOPE’s interests and present progress, achievements, and lessons learned to key Ghana stakeholders, including USAID and implementing partners, in public and professional circles through meetings, conferences, and presentations.
7. Provide technical leadership in the design, analysis, and synthesis of interventions.
8. Develop strategic plans, annual and quarterly workplans, and overall management of the project in line with USAID guidelines to achieve project objectives.
9. Ensure the quality and sustainability of interventions within government health facilities, particularly in the areas of maternal, newborn, and child health, family planning/reproductive health, health systems strengthening, and capacity building of district staff and national partners.
10. Participate in relevant technical advisory groups with counterparts and partner institutions.
11. Lead the annual work planning process in close collaboration with USAID, Ghana Ministry of Health, project team, and project partners.
12. Oversee preparation of periodic project reports to the donor.
13. Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results.
14. Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies.
15. Manage multiple project partners.
16. Write and/or review technical components of materials and publications related to integrated health and its development.
17. Ensure resources for project implementation are available.
18. Work with finance and project staff to develop and track project budgets and ensure project is implemented in budget.
19. Work with M&E staff to develop M&E frameworks and effectively track data and results and establish a culture of data for decision-making.
20. Work closely with Project HOPE HQ staff to ensure effective, timely, and coordinated project implementation.
21. Ensure compliance with USAID operational policies and regulations.
