METSS LBG is implementing the Mastercard Foundation-funded Access to Finance (A2F) Monitoring and Learning (M&L) Shared Service Support Program in Ghana. This Program will further the Foundation’s charitable purpose of alleviating poverty through financial inclusion by strengthening Monitoring, Evaluation and Learning (MEL) systems across the Foundation’s A2F initiatives. The Program aims to promote transparent, data-driven decision-making, enhance program accountability, and optimize resource allocation to maximize impact particularly for economically disadvantaged youth, with a focus on young women. REQUEST FOR PROPOSALS – PROVISION OF EXTERNAL AUDIT SERVICES CONTEXT

METSS LBG SCOPE OF WORK
METSS is a mission-driven not-for-profit entity committed to advancing data-driven development in Ghana. METSS was created to address challenges in the collection, validation, and utilization of development data. It aimed to improve confidence in the quality of data produced by donor-funded projects and government agencies while leveraging the expertise of donor partners and local Ghanaian institutions to enhance research and inform strategic development investments.
 
In 2021, METSS transitioned into a limited-by-guarantee entity to strengthen its role in fostering sustainable development through data-driven operational excellence. We focus on strengthening organizational capacity, enhancing MEL processes, and providing high-quality analytical support to development initiatives.
 
By fostering a culture of data-driven decision-making and impact-driven assessment, METSS helps ensure development efforts are sustainable, evidence-based, and yield measurable impact.
 
STATEMENT OF WORK (SOW) FOR FINANCIAL AUDIT SERVICES
 
Introduction
Monitoring Evaluation and Technical Support Services (METSS) LBG, invites qualified and experienced audit firms to submit proposals for the provision of external financial audit services for the fiscal year ending December 31, 2025.
 
Objective
The objective of this audit is to obtain an independent and professional opinion on the financial statements of Monitoring Evaluation and Technical Support Services (METSS) LBG, and to ensure compliance with applicable accounting standards, donor requirements, and local regulatory frameworks.
 
Scope of Work
The selected audit firm will be expected to:
  • Conduct an audit of the organization’s financial statements for the period March 2025 to December 2025.
  • Review internal controls and provide recommendations for improvement.
  • Verify compliance with donor agreements and statutory obligations.
  • Prepare and submit an audit report, including a management letter highlighting key findings and recommendations.
  • Attend a debriefing meeting with METSS’s management and board.
Deliverables
  • Audited financial statements.
  • Independent auditor’s report.
  • Management letter with findings and recommendations.
  • Presentation of audit findings to the Board of Directors.
Timeline
  • Proposal submission deadline: July 10, 2025
  • Selection of audit firm: July 15, 2025

Required Skills or Experience

Interested firms must meet the following criteria:

  • Be legally registered and licensed (A licensed) to practice in Ghana.
  • Have a minimum of 6 years of experience in auditing NGOs or similar entities.
  • Demonstrate knowledge of International Financial Reporting Standards (IFRS) and/or International Public Sector Accounting Standards (IPSAS).
  • Provide references from at least two similar assignments.
