The Opportunity

Abt Associates is currently seeking a Senior Technical Advisor for Feed the Future Resilience in Northern Ghana Systems Strengthening activity. This activity focuses on enhancing the ability of all stakeholders to address poor nutrition and weak resilience in northern Ghana. The Feed the Future Resilience in Northern Ghana Systems Strengthening project will result in sustained improvements in the delivery of local services to achieve measurable improvements in the nutrition and resilience of an estimated 85,000 reproductive-aged women and children under five years old.  

Core Responsibilities

Under the supervision of the Chief of Party, the Senior Technical Advisor will provide expert guidance and support at the national level within the Ministry of Local Government, Decentralization, and Rural Development (MLGDRD), the Office of the Head of Local Government Service (OHLGS), the DPAT Secretariat, the Ministry of Finance (Controller and Accountant General Department, GIFMIS Secretariat), and the National Development Planning Commission.

  • Collaborate with the Ministry of Finance, specifically the Controller and Accountant General Department and GIFMIS Secretariat, to enhance financial management processes and systems, ensuring efficiency, transparency, and compliance.
  • Assist the National Development Planning Commission in developing and implementing strategic plans and policies, aligning their goals with national development objectives.
  • Lead quarterly technical review meetings with staff of select ministries, agencies, and departments to review their technical support requirements and provide the necessary support.
  • Lead quarterly strategic review meetings with decision makers from identified Ministries, Departments, and Agencies, (Ministers, Chief Directors, Directors, Officers) to review road map and implementation, ensuring that all the institutions concerned are aligned and in sync.
  • Facilitate peer exchange to encourage learning and experience sharing across MMDAs.
  • Facilitate exchange visits for MMDA Executives, emphasizing peer-to-peer learning on leadership and MMDA management, showcasing internal capacity, and promoting shared knowledge.

Required Skills or Experience

  • Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
  • A master's degree or higher in a relevant field, such as public administration, economics, finance, or development studies.
  • A minimum of 9 years of experience in providing technical advisory services to government agencies, particularly in decentralization, rural development, and financial management.
  • Strong knowledge of the political and the Ghana administrative structure and the mentioned government agencies.
  • Must be conversant with rules and regulations governing the use of funds in Ghana
  • Be conversant with the planning and budgeting cycle and processes at the national level
  • Strong report-writing skills
  • Demonstrated ability to work with a minimum of direction and supervision 
  • Excellent interpersonal communication, organizational, and computer skills 
  • Strong written and spoken English is required
