Job Description

  • Reporting to:  Ghana Country Programme Manager (Ghana CPM)
  • Duration: Full-time, fixed term contract for 24 months, ideally starting March 01, 2016
  • Location: Kumasi with frequent travel to Accra and potential for two international trips per annum​.

ABOUT THE ROLE

WSUP is seeking a visionary leader to provide support to the WUSP Country Programme Manager to ensure that all aspects of the implementation of the programme supported by WSUP proceed in a coordinated, efficient and timely manner in accordance with the agreed programme and budget. This will entail interalia  involve the identification and scheduling of tasks required to deliver programme components, monitoring progress, and working closely with the CPM to avert potential delays.

Job Role

To act as the lead for the implementation WSUP programme activities in the Kumasi operational area, and contribute to the overall WSUP Ghana programme goals. The post-holder will directly work under the supervision of the Country Programme Manager and lead a team of Project Officers in Kumasi.

Main Responsibilities

  1. Support the CPM to plan and implement the water, sanitation and hygiene activities set out in the WSUP programme and to achieve the given beneficiary numbers, timing and spend targets within the allocated resources and time frame.
  2. Support the CPM and Programme Director through monitoring against time and budget the completion of the various tasks necessary to deliver the WSUP programme
  3. Deliver the project objectives for Accra, managing local procurement tasks and the recruitment of sub-consultants and sub-contractors, preparing and monitoring task orders and consultancy agreements.
  4. Assist the CPM in the coordination of project partners including government, civil society, private sector.
  5. Facilitate the design and formation of context based management models for service delivery to low income consumers.
  6. Work in partnership with local service providers in the implementation of service improvements.
  7. Identify capacity needs of service providers, institutions and other management structures involved in service delivery and coordinate the delivery of capacity development to address the gaps
  8. Ensure adequate post construction operation and maintenance (O & M) support is in place for the institutional structures put in place to support service delivery.
  9. Facilitate the development of forms of agreement between service providers and others to ensure the sustainability of the relevant management models.
  10. Prepare and submit activity and financial reports to CPM on project implementation.
  11. Assist with the documentation and sharing of learning and best practices with project stakeholders, liaising with the WSUP Monitoring & Evaluation Manager and Communications Officer.
  12. Ensure compliance of all legal, health, safety and environmental requirements of WSUP projects’ construction activities in Ghana in accordance to all internal, national and international standards.
  13. Supervise WSUP Project Officers.
  14. Undertake any other project-related tasks that shall be assigned by the CPM.

Salary

WSUP offers a competitive compensation package (gross monthly) from GHC 3,500.00 to GHC 4,000.00 based on relevant experience, including other admissible organizational benefits like insurance, gratuity, bonus, leave encashment.
