SFMP is a 5-year (2014 - 2019) food security project, headquartered in Accra. It seeks to support the government and civil society organizations to rebuild targeted marine fisheries stocks that are a critical food souce in Ghana but current are reaching crisis level of depletion. To address this national food security issue in Ghana, SFMP supports the adoption of sustainable fishing practices and exploitation levels. The project contributes to the Government of Ghana’s fisheries development objectives as well as the US Government’s Feed the Future development objectives of poverty and hunger reduction. The project works closely with government agencies, fisheries authorities, policy makers and fisher folk in the entire coastal area of Ghana to achieve project goals. 

Job Description

Terms of Reference, SMS/Voice Messaging Services Provider

 

Background
The Sustainable Fisheries Management Project is a US Feed the Future Initiative funded by USAID Ghana. The goal of the project is to rebuild targeted marine fisheries stocks that are currently in steep decline and affecting an important low-cost high nutritional value food protein source. The project works closely with the Ministry of Fisheries and Aquaculture Development and the Fisheries Commission to support national fisheries development polices and implementation of the National Marine Fisheries Management Plan.  As part of this work, SFMP maintains a database of contacts of individuals who have participated in the project, sorted by various groups of clients and stakeholders.  SFMP is seeking a local service provider that can use the database to send out periodic text and/or voice messaging services to various groups in this database.  Our clients and stakeholders include government agencies, CSO and NGOs, universities as well as fishermen and women processors involved in the fishing industry along the southern marine coastline. The current database includes several thousand names and phone numbers. We estimate the need to send at least two messages to a majority of people in this database (3000 persons) at least twice a month.  While cell phone ownership is high in coastal communities, illiteracy rates are also estimated as high as 65% for males and 85% for adult females, hence a need to consider not only text messages but voice messaging for some of the clientele in the database.

We are seeking proposals from messaging service providers that can take our database and use it to send group messages by text or voice.  Proposals should be from duly registered local companies that have a track record of providing such services in Ghana. Proposals should include information on the following:

Proof of business registration in Ghana

  • Demonstration of capabilities and summary of past experience in providing similar services to other clients in Ghana
  • At least names of two other company clients that can serve as references and have contracted the company for similar services
  • Costing for providing such services per 100 or 1000 receiving clients per message, both voice and text prices. (Voice messages should be capable of sending in various local languages including Twi, Ga, Fanti and Ewe.
  • Option of SFMP access to the Communications Hub that allows SFMP to send/manage and send the text/voice messages

We anticipate messages to be twitter style messaging that may provide emergency weather alerts, information on new fisheries regulations that come into effect, information on public hearings and meetings concerning fisheries, other informational tips on fisheries management, or post harvest technology.
