 Short term Consultancy in Ghana

TERMS OF REFRENCE

Context
WUSC and CECI have formed a consortium led by WUSC for the design and implementation of a West Africa Governance and Economic Sustainability in Extractive Areas (WAGES) project from April 2016 to March 2021. Working in partnership with communities, local government, mining companies, and other stakeholders, the project will enable communities, particularly women and youth, to maximize the socio-economic benefits from extractive resource investment in West Africa. The project’s principal areas of focus include local governance, sustainable and inclusive economic growth, and regional knowledge-sharing on development best practices in mining areas. The expected results of the project include: increasing employment opportunities for community members, especially youth and women; ii) strengthening capacity of sub-national governments and local institutions to leverage opportunities arising from natural resource development, especially the extractives sector; and iii) increasing informed dialogue on local economic growth and governance strategies in regions with natural resource development activities, within the three target countries and across West Africa. This five-year CAD$20 million project is funded by Global Affairs Canada (GAC) through the ExCEED fund of Canada. 

In Ghana, the project is implemented in the Western Region, more precisely in the Prestea-Huni Valley and the Wassa East Districts. 

Both the Prestea-Huni Valley and Wassa East Districts host five industrial mines including the Golden Star (Prestea and Wassa) Mines as well as small local artisanal gold miners called Galamsey.
 
The economy of these two districts is mainly based on agriculture and mining, with a strong potential to increase local resources to improve the delivery of services, especially outside the district capitals. 

The project will identify and focus on the development of key economic subsector(s) within the 2 districts, and will employ an inclusive market systems approach. WAGES believes that a market system is inclusive when it extends choices and opportunities to the youth and women and also factors in environmental and promoting green growth. 

Expected Results 
WAGES ultimate outcome is: Enhanced socio-economic benefits from extractive industries for communities, especially women and youth, living in West Africa. To achieve this result, the project must achieve three intermediate outcomes: 

  1. Strengthened sub-national governments and local institutions to leverage opportunities arising from natural resource development; 
  2. Increased employment for community members, especially youth and women 
  3. Increased informed dialogue on inclusive and sustainable local economic growth and governance strategies in the targeted regions within the three countries 

The first year of WAGES Project will aim to develop and identify subsectors, tools and conduct value chain analyses of the identified subsector in Wassa East and Prestea Huni-Valley Districts. In order to do so, WAGES will identify a consultant who will work with the respective Business Advisory Centres (BACs) in both districts to assist the project in the identification and analysis of relevant subsector(s). 

This approach will allow the project ensure sustainability from the onset through the participation of the BACs to gather information, conduct research and analysis on the various subsectors that we will work in, in a relatively short amount of time.

Purpose of Assignment
The aim of this assignment is to identify new or existing subsector(s) and carry out a Value Chain Analysis and Market Assessment of the identified subsector(s).

In particular, the Value Chain Analysis and Market Assessment should shed light on the status and viability of existing and potential markets and determine which hold promise of employment opportunities, product expansion, market viability, value addition opportunities, quality improvement and input availability for youth and women. This analyses must be environmentally friendly and also promote green growth.

Responsibilities
Generally the consultant will work in collaboration with Business Advisory Centers of the 2 districts to conduct the Research and analysis of the relevant subsectors. 

Specifically, the consultant will;  

  • identify, research and analyze the specific subsector(s)  within the local  economy.
  • work with research (BACs) team to gather baseline information, success stories, case studies and market access opportunities and challenges, and to better understand the economic positioning of women and youth within the selected subsector; 
  • ensure  gender, environmental and business principles of this research;
  • Draft an appropriate methodology for primary data collection and develop data collection tools (e.g. market survey, interviews with market actors, key informant interviews) that will be used to conduct the Market Assessment and Value Chain Analysis (to be reviewed by Economic Development Specialist). The methodology should specifically consult, and identify opportunities for women and youth (male and female). 
  • Plan and conduct a Market Assessment and Value Chain Analysis focusing on:
    • identification of major local, regional and, if applicable, distant markets
    • assessment of size of markets, volume of sales, market integration/segmentation
    • local market structure and enabling environment (e.g. security issues or policies affecting market access)
    • market actors (consumers, sellers, traders, middle-men, employers) behaviour
    • Other areas as identified by the methodology and data collection
  • Draft a Market and Value Chain Analysis report, which includes an executive summary and practical recommendations on the viability, appropriateness and ultimately sustainability of the subsector in relations to youth and women participation.
  • work alongside WAGES' Economic Development Specialist on any additional research needs

Required Skills or Experience

  • Advanced degree in a relevant discipline or relevant work experience deemed as equivalent.
  • Five years of experience in research and analysis, report writing, data collection, case study development in appropriate subsector
  • Knowledge in economic development, markets-based approaches, value chain analysis in relevant subsectors
  • Proficiency in spoken and written English. 

The following skills will be essential: 

  • Familiar with or willing to use Making Markets Work (MMW) approach. 
  • Ability to work in a team setting and to work with young people
  • Ability to adapt to a cross-cultural setting.
  • Organizational and time management skills
  • Ability to analyze data through a gender lens
  • knowledge in green growth and environmental friendly approaches
