International Cocoa Initiative (ICI) (www.cocoainitiative.org) is a multi-stakeholder organization, uniting the forces of civil society, certifiers, the cocoa and chocolate industry, and international institutions, and working with governments to address child and forced labour in the cocoa sector.

ICI has developed a Child Labour Monitoring and Remediation System (CLMRS) that allows industry partners to manage responsibly the risk of child labour in their cocoa supply chain. In line with the Ghana Child Labor Monitoring System (GCLMS), the system is based on the presence of Community Facilitators (CF) within cocoa-growing communities who raise awareness on the issue of child labour; identify cases and implement remediation activities. Job Description

The International Cocoa Initiative Project Manager-Community Development supports the Program Coordinator in the development and implementation of the ICI community development programmme in pursuit of the ICI objectives for the National Coordination Office in Ghana.
 
Under the supervision of the ICI Deputy National Coordinator/Programmme Coordinator and technically reporting to the Child Centered Community Development Programme Manager in ICI Geneva, the Community Development Manager will be responsible for project management and implementation to deliver on the agreed objectives.
 
Main tasks and responsibilities
 
Projects Management
  • Ensure sound technical and financial management of ICI Core programme 
  • Provide support to the programme team and National Coordinator in the development of new partnerships and collaboration mechanisms at national and local levels 
  • Supervise the Community Development Associates (CDAs) ensuring that project processes and outcomes are properly documented to learn lessons and identify good practices. Ensure that these outcomes feed ICI’s evidence-based advocacy
  • Supervise the CDAs  in their preparation of project status reports, required for programme analysis and review, and report accordingly to the Deputy National Coordinator/Program Coordinator 
  • Review work plans and M&E plans of Community Development programmme;
  • Review reports of CDAs  - Technical report every 6 months, financial reports every month and Financial report to be revised jointly with the financial officer  and advise on programmme implementation.
  • Support CDAs to handle conflict and difficulties related to project implementation at the district and community levels;
  • Represent ICI at programmme and project functions and meetings as agreed with the Deputy National Coordinator/Program Coordinator;
  • Ensure a field based collaboration with relevant local counterparts (including local authorities, civil society representatives and others NGOs);
  • Support the Financial Associate in ensuring that project funds are adequately spent and liquidated;
  • Ensure project processes and outcomes are properly documented to identify potential good practices;
  • Support the Deputy National/Program Coordinator in providing to ICI Secretariat projects status report required for programme analysis and review;

Programme Monitoring and reporting

  • Prepare periodic and ad hoc reports on programme and project activities (for instance programme reports related to Board meetings, or ad hoc reports)
  • Support the PCCF questionnaires review and its administration
  • Revise Monitoring tool content and support the data consolidation and support M&E specialist in the integration of the data into the ICI database platform.
  • Support ICI Geneva in the  project data analysis  (MT, PCCF)
  • Provide guidance to DI staff to develop and submit relevant and timely data based on the programme progress;
  • Visit project communities to determine the progress of work, especially towards meeting the program objectives;
  • Interact regularly with community members and DI team to determine the needs of communities;
  • Monitor the progress of “infrastructure projects” and any community development activities and document cost-effective and efficient implementation processes;

Training and support

  • Support the child labour and child protection related training for supply chain/industry staff and national/district level child labour and child protection actors
  • Build the capacity of CDAs 
  • Support preparation and application of appropriate training manuals and brochures;
  • Support the implementation of specific projects implemented by ICI in partnership with other organizations or companies.

Report writing 

  • Prepare regular progress reports on programme implementation;
  • Prepare occasional reports as required, including reports on infrastructure projects’ progress, cases of suspected forced labor, child exploitation or trafficking, summary reports to relevant national authorities;

Mission support

  • Support the organization of ICI missions and visits to project areas;
  • Support preparation of mission reports;
  • Perform any other duties as required by Deputy National/Program Coordinator  and agreed by the Programme Manager in Geneva

Staff Management

  • Supervise all DI staff which includes the CDAs to meet the needs of ICI towards the attainment of ICI strategic objectives
  • Supervise DI staff to prepare their individual Annual Work Objectives within the framework of the ICI annual strategy and annual action plan. Conduct bi-annual staff appraisal.

Required Skills or Experience

Education:
University degree in Development Planning/Studies, Social Sciences or other relevant discipline, with at least 5 years relevant work experience.

Experience:

  • Programme development and monitoring, report preparation and knowledge documentation;
  • Experience of partnership development;
  • Experience in working at community level;
  • Information management;
  • Representational function.

Competencies:

  • Knowledge of development programming, use of design tools such as logical frameworks.
  • Knowledge of Monitoring & Evaluation processes and tools.
  • Knowledge of information management tools and software.
  • Ability to rapidly analyze and integrate diverse information from varied sources.
  • Clear, concise written and verbal communications skills in English (and French).
