Job Description Terms of Reference for Review and Develop Gendered Enterprise and Markets Analysis (GEM) for Far Ban Bo Project Background The Far Ban Bo (FBB) project (meaning ‘protecting fishing livelihoods’ in fante), is a four year fisheries project supported by the EU and being implemented jointly by a consortium consisting of CARE International in Ghana, Friends of the Nation (FoN), and Oxfam. The overall objective of the Project is to contribute to sustainable fisheries resources management to improve food security and nutrition and livelihoods of smallholder fishers and other users of fishery resources. FBB seeks to deliver three expected results which includes (1) Empowered Smallholder Fishery Associations take Active Part in Fisheries Governance, (2) Effective IUU Monitoring and Grievance Mechanisms Piloted, (3) Social and Economic Safeguards Contribute to Improving Livelihoods and Nutritional Status of Smallholder Fishers and other Users of Fishery Resources. The Far Ban Bo project is seeking the services of a consultant to conduct a Gendered Enterprise and Market (GEM) analysis of local fisheries value chains. This assignment is expected to contribute to achieving the overall project objective of ensuring sustainable fisheries resources management to improve food security and nutrition and livelihoods of smallholder fishers and other users of fishery resources. The analysis will specifically contribute to the social and economic safeguards for improved livelihoods of women small-holder fisherfolks. Objective of the Assignment The overall objective of the assignment is to study and generate a gendered market map detailing the enabling and disenabling factors working in favour and against women’s economic and social empowerment in the fisheries value chain. The study should generate gender-disaggregated data and will include analysis of market trends, production services, financial services, business development services and logistics that will support women to upgrade their position in the market. Expected Methodology The Oxfam gendered enterprise and markets analysis (GEM) approach is tool aimed facilitating sustainable agricultural market and value chain development to empower smallholder fishers, promote women's economic leadership, and manage risks including climate change. The methodology involves three (3) phases and the prospective consultant is expected to cover them with methodological guidance notes from Oxfam in Ghana. The phase one will include analyzing the eco-system, household and market context of the fisheries value chain. Phase two (2) will identify the key constraints, opportunities and relevant stakeholders in the fisheries value chain. Phase three (3) will then involve using results from phases 1 and 2 to design, implement and monitor program implementation. The results from the phases 1 & 2 will be a comprehensive visual representation of the roles of men and women involved in the fisheries market system, and/or value chain. It will show the external factors affecting the chain (e.g. infrastructure, natural or policy environment) and the market services (e.g. Transport, finance, information, extension services) needed to enable the chain to function. A gendered market map makes visible where women are positioned in market chains and services, and the policies that facilitate or block women’s participation. The map also shows the infrastructure and services crucial for women because of their household and social roles (water, health, energy, safe transport, and extension services run by or for women). Oxfam will provide methodological guidance notes for GEM and women’s economic leadership. These notes are meant to help the consultant and not to replace his/her methodology for the assignment. Existing public documents, where available will be shared with the consultant to facilitate completion of the tasks. Working closely with the Oxfam in Ghana and Far Ban Bo Consortium, the scope of work of the consultant will include the following:
