Job Description Terms of Reference Feasibility Study for Infiltration Gallery
The Catholic Relief Services (CRS) is looking for a consultant to conduct a feasibility study, and to design an infiltration gallery system for the supply of water from a nearby stream to inhabitants of the Sooba community in the West Mamprusi Municipal.
Introduction/Background
Catholic Relief Services (CRS) was established in 1943 by the Catholic Bishops of the United States to respond to the urgent needs of World War II refugees and displaced persons in the Middle East and Europe. Its mission is to assist the poor and vulnerable overseas.
In Ghana, CRS currently works to tackle poverty on several fronts including improving maternal and child health; increasing access to water and sanitation; promoting agriculture to enhance food security; reducing election-based violence and promoting peace; encouraging youth livelihood opportunities; and increasing financial assets through Savings and Internal Lending Communities (SILC).
Access to reliable and safe water for a large portion (48 percent) of the population living in rural areas in the Northern, Savana and North East regions of Ghana is a serious challenge (CWSA 2016 ). In past and present time, the Catholic Relief Services together with many other NGOs have constructed several boreholes to provide clean water supply to schools, health facilities and communities which contributed to about 1,72 million people having access to portable water in 2016. Despite these efforts by stakeholder, many communities still lack access to reliable and safe water supply due to the seasonal drying up of wells and boreholes and the unfavourable geology of the sector which makes it difficult to sustainably harness sufficient amounts of ground water resources.
Several attempts by CRS to extract groundwater resources for residents of the Sooba community in the West Mamprusi Municipal have been unsuccessful. The only water source in the community is a perennial stream that is considered unsafe for potable uses due to pollution from farmlands, households, animals etc. This situation has necessitated the provision of a simple water treatment facility to improve the potability of the river through the use of an infiltration gallery.
In line with this, CRS is looking for a consultant to undertake hydrological studies and design of a simple infiltration gallery system to transport and purify water from a nearby stream to inhabitants of the Sooba community in the West Mamprusi district. The purpose of the feasibility study is to establish the prospect of providing the community with safe and reliable water supply via a system pipelines, connected from the stream (or stream bed) through slow sand filtration media to an abstraction well, where the filtered water will be lifted with a handpump for domestic use.
Objectives of the Assignment
The objective of this study is to determine the feasibility for the design and construction of an infiltration gallery system for treatment and transportation of water from a stream/river in Sooba community for its inhabitants. The assignment also includes the design of the system, an estimation of the cost of construction, the environmental impact, and sustainability of the system.

Methodology of the assignment
The selected consultant would propose the methodology and modalities of investigation for conducting the feasibility assessment. In this regard, the consultant is expected to produce and share with CRS, an inception report, detailing their understanding of the assignment, time schedule, planned activities, suggested methods and potential interviewees, as well as how they perceive to present preliminary and final results to be approved by CRS.

The data gathering assignment is expected to be completed within 3.5 months between 15th August 2019 and 30th November 2019.
Place of assignment
The assessment will require conducting field surveys to the Sooba community in the West Mamprusi Municipal (North East region).
Evaluation
Technical proposals will be evaluated according to the criteria outlined below.
Only bidders who are considered technically responsive (technical score of at least 75%) will proceed to the financial evaluation. CRS will evaluate the proposals and award the assignment based on technical and financial feasibility. Subsequently, short-listed consultants MAY be invited for an interview. The Catholic Relief Services reserves the exclusive right to select the candidate it considers suitable for the assignment. Terms of Payment Payments will be made in three instalments, 40% upon signing of consultancy agreement, 40% after submission and approval of first draft report and 20% after submission and approval of the final report.
