Job Description

TERMS OF REFERENCE 
FROM FULL SUN TO SHADED COCOA AGROFORESTRY SYSTEMS (SCAFS) PROJECT 
LAND USE PLANS AND CREMA GOVERNANCE STRUCTURES DEVELOPMENT
 
 
BACKGROUND
SNV Netherlands Development Organisation, has received funding from the German Federal Ministry of Environment, Nature Conservation and Nuclear Safety (BMUB) to implement the SCAFS project for enhanced conservation and sustainable use of forest resources in the high forest zone of Ghana. SCAFS has made significant achievements by supporting over 1,800 farmers to replant their overaged and unproductive farms into cocoa agroforestry systems; established two (2) Community Resource Management Areas (CREMAs); and established baseline and hotspots for deforestation monitoring in Juaboso and Bia West districts of the Western North Region between 2016 and 2019.  
 
The extension phase of the project seeks to address factors hindering project outcomes that impact positively on farmer livelihoods and incentivise the adoption of sustainable practices, including community-based land use planning. Specifically, under the extension phase, the project seeks to develop management/action plans through the preparation and consolidation of land use plans and constitution for at least two (2) CREMAs covering not less than ten (10) communities with a minimum area of 14,000 hectares in the Bia West district. The proposed CREMA management/action plans shall integrate well into existing CREMAs, sub-Hotspot Intervention Areas (HIA) and HIA Management Board structures.
 
SNV is seeking suitably qualified personnel/team or an organisation to develop management/action plans, and activate governance structures for two (2) CREMAs, including sensitization on promulgated CREMA byelaws in the Bia West District of Western North region.
 
OBJECTIVES
To develop land use plans and constitution, consolidate those into management/action plans, taking into consideration CREMAs and HIA governance structures gazetted bylaws for two (2) CREMAs in the Bia West district of Western North region.
 
SPECIFIC TASKS
  • Using a combination of participatory mapping and spatial maps/scenarios including land use land cover change maps, develop land use plans (including zoning the various land use options, with associated prescriptions).
  • Validate land use plans and prescriptions through well documented community consultative and participatory processes.
  • In line with the gazetted district CREMA bylaws and governance structures, prepare constitution for the selected CREMAs through active and participatory process, taking into consideration gender disaggregation in all the engagements.
  • Consolidate the land use plan, constitution, bylaws and other relevant information into CREMA management/action plan for the two (2) selected CREMAs.
  • Conduct awareness and sensitization on management/action plan among the selected CREMAs.
  • Train leadership of the CREMAs in the management/action plan implementation and operationalising the constitution. 
DELIVERABLES
  1. Land use plans and constitution developed for two (2) CREMAs with at least ten (10) communities and estimated land area of 14,000 Ha in the Bia West District.
  2. Management/action plans developed for the two (2) selected CREMAs with governance structure well aligned with HIA structures.
  3. At least 50 leaders in each CREMA trained in implementing and operationalising the management/action plan and constitution respectively.
COVID-19 PREVENTIVE AND SAFETY MEASURES
Strict adherence to COVID-19 prevention and safety measures set out by the government of Ghana, the Ghana Health Service, including SNV Ghana guidelines for workplace and field work engagements.
 
TIMEFRAME / DURATION
The specified tasks are expected to be completed within two months (30 man days’ optimum) timeframe.

Required Skills or Experience

The following knowledge and skills are preferred:

  • At least master’s degree in Natural Resource Management, Forestry, Wildlife Management, Social Sciences, Development studies, Economics, etc
  • Strong knowledge and background in land use planning, community mobilisation and rural development.
  • Good understanding of the CREMA concepts in Ghana, processes, challenges and opportunities, etc. 
  • Evidence of delivering similar assignment
  • Excellent report writing skills
