Job Description

  • Job Location: Tamale with periodic travels to project sites as required.
  • Reporting: The Subnational Support Manager (SNSM) reports to the project Chief of Party. S/he will supervise the Regional Coordinators in the Northern, North East, Upper East and Upper West regions.

 

Job Summary

As a key member of the USAID Advancing Nutrition Ghana team, the SNSM will manage regional and district engagement, provide technical assistance and assessment support to subnational government agencies including the four Regional Coordination Councils in the Northern, North East, Upper East and Upper West regions to improve multi-sectoral planning and implementation for nutrition and resilience. The SNSM will support the development of multi-sectoral nutrition elements of the MTDP and coordinate with NDPC and its stakeholders to assess the performance of food security and nutrition services at subnational level to inform the development of new guidelines.

Major Duties and Responsibilities

  • Maintain cordial and supportive relationship with the Regional Coordinating Councils (RCCs), Ghana Health Service (GHS), Metropolitan, Municipal and District Assemblies (MMDAs) and other subnational level government agencies and ministries for effective project implementation at subnational level.
  • Coordinate with the RCCs and 17 MMDAs to integrate food security and nutrition indicators into DPAT for MMDAs performance assessment.
  • Support the Regional Coordinators to assess MMDAs planning, implementation and use of data for decision making.
  • Support subnational governments to plan, implement multi-sectoral activities and measure progress towards addressing poverty, malnutrition and vulnerabilities in target regions and districts.
  • Identify multi-sectoral solutions and establish learning networks for districts at regional level in coordination with RCC.
  • Contribute to drafting and dissemination of quarterly, annual, and other ad hoc reports on project activities and results.
  • Perform any other duties assigned by the Chief of Party.

Staff Management

  • Supervise and provide mentoring to four Regional Coordinators (RCs) to implement project activities.
  • Contribute to maintaining work environment of mutual respect between team members.
  • Contribute to team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.

Stakeholder Relationships

  • Manage relationships with RCCs, NDPC, GHS, RCCs, MMDAs and technical departments in the regions.
  • Coordinate and provide technical assistance to project stakeholders as needed.
  • Develop and maintain a detailed understanding of the multi sectoral nutrition issues (i.e. health, agriculture, social protection, WASH, etc.) in Ghana and key policies and government priorities.

Required Skills or Experience

  • Master’s degree in Social Science, Planning, Public Health, Nutrition, Food security or relevant discipline.
  • At least 7 years of progressively increasing responsibility working in relevant sectors including decentralized local government planning, food security, nutrition, health, WASH required.
  • At least 5 years of senior-level experience leading and managing relationships with national or subnational government agencies, networks and development partners required.
  • Demonstrated understanding and experience providing technical assistance to subnational government agencies and CSOs required.
  • Excellent English language skills, both written and spoken with strong presentation skills.
  • Working knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.

       Preferred Skills and Experience

  • Prior experience with USAID-funded projects preferred.
  • Experience supporting GHS, RCCs and MMDAs in similar contexts in Northern Ghana.
