Job Description

Background
With funding support from DANIDA through Oxfam Ibis, and its implementing partner Oxfam in Ghana and with technical support from Library without Borders, the Innovation for Transformative Education (ITE) project was initiated in July 2018 to improve teaching and learning outcomes among girls from rural areas using ICT tools and Technology in Northern part of Ghana.

Oxfam in Ghana is working with its local IT partner Savana Signatures and in collaboration with the District Assemblies and Ghana Education Service at the district level where the project is being implemented the project. The project is been implemented in Sawla Tuna Kalba district in the Savanna Region and the Kpandai district in the Northern Region, targeting the two Girls Model Junior High Schools and eight other public Junior High Schools in the two districts.

Objectives
The main objective of the ITE project is to Contribute towards improved teaching and learning outcomes in Northern Ghana via the use of new information and ICT and pilot a new type of sustainable exit-strategy that may be replicated. This project is targeting to achieve two main outcomes.

Improve teaching and learning outcomes in the two project schools and the eight non project schools through increased capacity of both teachers and students in the use of the ICT tools and technology in lesson preparation and delivery.

Reconstitute District Teacher Support Teams (DTSTs) and support members with capacity building in the use of the ICT tools and Technology in lesson preparation and delivery. This is to enable them cascade same to other public schools within their various districts with funding support from GES.

Model an exit strategy with elements of business underpining that will help in generating funds for the maintenance of the facility after donor support.

Scope of Work
To achieve the above objective, the assessment of the project will cover the following areas:

  • Assess the relevance and adequacy of the project strategies and interventions in improving teaching and learning outcomes through the use of ICT among the target group in addressing inequalities in education, especially among rural girls.
  • Assess the extent to which the project is achieving its objectives and among other things, find out the extent to which the project has:
  • Increased the capacity of teachers of the two project schools, the eight non project schools and the members of the DTSTs in the two project districts and for improved supervision, teaching and learning outcomes via the use of technology in targeted schools in the two districts.
  • Increased the capacity of the teachers in eight other public schools to improve their teaching and learning outcomes
  • Increased the skills and capacity of the girls in using technology and ICT in accessing information from the facility for their private lessons and group discussions.
  • Added value to the organisational thematic competencies of the partner civil society organisation.
  • Has documented an exit strategy that will ensure the continuous usage of the facility after donor support through the business model component of the project.
  • Document key lessons and recommendations to guide the implementation of the project for the rest of the years.

Deliverables:

  • Evaluation tools/instruments and time-schedule
  • Field work
  • Submission of draft to oxfam for initial input
  • Validation and debriefing workshop with stakeholders
  • Submission of final report

Required Skills or Experience

Oxfam is looking for a consultant with a strong record in producing high quality project assessment and evaluation reports.  The consultant will have wide respect and credibility within the field, excellent knowledge of Ghana’s education system, especially knowledge of the Junior High Schools curriculum. 

The consultant should have the following skills and competencies:

  • Over 10 years’ experience of working in senior management roles in education projects in similar contexts (essential)
  • Masters’ degree in a relevant Social Science discipline coupled with advanced skills in Research Methodologies (preferred);
  • Demonstrable experience of leading multiple evaluations (essential); Significant skills and experience in quantitative data collection and analysis (essential)
  • Demonstrable experience of working with NGOs and educational authorities
  • Excellent communication skills including report writing (essential); Ability to produce/write concise, and analytical scripts and understanding of development/advocacy communication (i.e. strategy papers)
  • Experience of working with children, facilitating participatory approaches to data collection (essential)
