About CRS

Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in more than 100 countries. CRS serves people based on need, regardless of creed, ethnicity, or nationality. CRS works through local church and non-church partners to implement its programs, and strengthening the capacity of partner organizations is central to its work in every country where CRS operates. CRS established its presence in Ghana in 1967 and currently implements programming in areas including agriculture, health, resilience, food security, nutrition, emergency response, water, sanitation and hygiene, and related development sectors. CRS Ghana maintains staff and program operations across multiple regions of the country and seeks a qualified health insurance provider to support staff health and wellbeing in the next fiscal year.Purpose

The purpose of this Request for Proposal is to identify and contract a qualified corporate health insurance provider to deliver comprehensive health insurance services for CRS Ghana staff and eligible dependents during the next fiscal year. The required services include routine primary and specialist care, inpatient and outpatient care, emergency medical assistance, maternity and neonatal care, chronic condition management, pharmaceutical support, diagnostics, preventive care, health education, wellness support, and other value-added services that promote staff health and wellbeing.

Quote Validity

Vendor proposals shall remain valid for 90 days from the submission deadline. For the successful bidder, the submitted financial offer shall remain valid for the agreed contract period, unless otherwise approved in writing by CRS.

Duration of Contract: The contract period shall be for the next fiscal year, from 1 October 2026 to 30 September 2027, subject to satisfactory performance, availability of funds, and CRS procurement and contract requirements.

Tender Basis

All offers shall be made in accordance with these instructions, and all documents requested should be furnished, including any required (but not limited to) supplier-specific information, technical specifications, and/or delivery schedule where applicable. If any requested document is not furnished, a reason should be given for its omission in an exception sheet.

No respondent should add, omit or change any item, term or condition herein.

If suppliers have any additional requests and conditions, these shall be stipulated in an exception sheet.

Each offeror may make one response only.

Each offer shall be valid for the period of 90 days from its date of submission.

All offers should indicate whether they include taxes, compulsory payments,including VAT, if applicable.

Suppliers should ensure that financial offers are devoid of calculation errors. If errors are identified during the evaluation process, the unit price will prevail. If there is ambiguity with the unit price, the Selection Committee may decide to disqualify the offer.

Any requests for clarifications regarding the RFP that are not addressed in written documents must be presented to CRS in writing. An answer to any question raised in writing by any offeror will be issued to that offeror. In some cases, CRS may choose to issue clarifications to all offerors. It is a condition of this tender that no clarification shall be deemed to supersede, contradict, add to or detract from the conditions hereof, unless made in writing as an Addendum to the Tender and signed by CRS or its designated representative.

Supplier Eligibility

Suppliers may not apply and will be rejected as ineligible if they:

Technical Requirements

Offerors should submit comprehensive technical information demonstrating their capacity to meet CRS Ghana’s health insurance service requirements. Submissions should include the following:

Detailed company profile, including registered address, functional office address in Ghana, functional email address, telephone numbers, point of contact, key personnel, and in-country staff strength.

Evidence of valid company registration with the Office of the Registrar of Companies in Ghana and any other applicable statutory registration documents.

Evidence of valid registration, licensing, or authorization from the applicable Ghanaian regulatory authority, including the National Health Insurance Authority and/or National Insurance Commission, where applicable.

Detailed list of accredited hospitals, clinics, diagnostic, pharmacy, dental, optical, physiotherapy, and specialist providers across Ghana, with clear indication of coverage in CRS Ghana operational locations.

Provide documents establishing relationships with reputable public hospitals, private hospitals, diagnostic laboratories, specialist hospitals, dental clinics, eye clinics, pharmacies, physiotherapy providers, ambulance/emergency service providers, and wellness providers in Ghana, including memoranda of understanding, service agreements, or other verifiable evidence.

Evidence of financial capability and banker’s Reference letter.

Evidence of functional branches, service presence, or provider access across CRS Ghana operational locations, including verifiable addresses and contact persons.

Evidence of similar corporate health insurance contracts with reputable organizations, preferably including international non-governmental organizations or comparable institutions.

Evidence of audited financial statements for the last three completed financial years.

Evidence of tax compliance, including valid Tax Clearance Certificate and Tax Identification Number issued by the Ghana Revenue Authority.

At least three reference letters from previous or current corporate clients, including the client name, scope of services provided, contact person, telephone number, and email address.

Financial Bid/Price Quotes

All vendors are expected to submit their health care plans in a clear tabular format, including the services available under each plan, applicable provider categories, coverage limits, exclusions, and unit cost per staff member or eligible dependent. The financial bid must be submitted separately from the technical bid.

Contract Terms

CRS intends to issue a Fixed Price contract to one or several company (ies) or organization(s). The successful offeror(s) shall be required to adhere to the statement of work and terms and conditions of the resulting contract. The anticipated contract is incorporated in Section 6 herein. By submitting an offer, offerors certify that they understand and agree to all of the terms and clauses contained in Section 6.

Specific Eligibility Criteria

Eligibility criteria must be met, and the corresponding supporting documents listed below under “Tender Submittals” must be submitted with offers. Offerors who do not submit these documents may be disqualified from any further technical or financial evaluation.

Price Offer

The price offer will be used to determine best value and may serve as a basis for negotiation before contract award. The final contract will be awarded on an all-inclusive fixed-price basis. Offerors must clearly show unit prices, quantities, applicable coverage categories, and total prices. No additional profit, fees, taxes, or costs may be added after contract signing unless expressly agreed in writing by CRS.

Offerors must clearly state the applicable tax treatment in Ghana. CRS will apply statutory deductions, including withholding tax where applicable, in line with Ghanaian regulations and CRS payment procedures.

Currency

Offers should be submitted in: GHS

Payments will be made in GHS, subject to applicable Ghana tax regulations and CRS payment procedures.

Tender Evaluation

Based on the above submittals, a CRS Tender Committee will conduct a tender evaluation process. CRS reserves the right to accept or reject any or all proposals, and to accept the offer(s) deemed to be in the best interest of CRS. CRS will not be responsible for or pay for any expenses or losses that may be incurred by any Offeror in the preparation of their tender.

Catholic Relief Services Tender Committee will conduct a technical evaluation which will grade technical criteria on a weighted basis (each criterion is given a percentage, all together equaling 100%). Offeror's proposals should consist of all required technical submittals so that CRS committee can thoroughly evaluate the technical criteria listed herein and assign points based on the strength of a technical submission.

Award criteria shall be based on the proposal’s overall “value for money” (quality, cost, delivery time, etc.) while taking into consideration donor and internal requirements and regulations.  Each individual criteria has been assigned a weighting prior to the release of this tender based on its importance to CRS in this process.

Offeror(s) with the best score will be accepted as the winning offeror(s), assuming the price is deemed fair and reasonable and subject to the additional due diligence in section 3.5.2.

When performing the Scoring Evaluation, the CRS tender committee will assign points for each criteria based on the following scale:

CONTEXT AND JUSTIFICATION

As part of the implementation of the “NBS Guinean Forest” programme, which aims to strengthen the productivity and climate resilience of women entrepreneurs, the SEPHIS Foundation, with the support of Global Affairs Canada, is launching this Call for Expressions of Interest (CEI) for the selection of specialized agricultural equipment suppliers.

The programme supports 405 women-led Micro, Small and Medium-sized Enterprises (MSMEs) operating in the Cocoa and Rice value chains in Côte d’Ivoire, Ghana, and Guinea. The main objective of this component is to modernize their activities through the acquisition of robust, sustainable technologies adapted to the principles of the circular economy, in order to boost their economic autonomy and competitiveness in local and regional markets.

PURPOSE OF THE CALL FOR EXPRESSIONS OF INTEREST

The purpose of this CEI is to select specialized equipment suppliers (suppliers of agricultural machinery and tools) for the supply, delivery, installation, and maintenance of agricultural production and processing equipment for women entrepreneurs benefiting from the programme in the three countries of intervention.

The tender is structured into three geographical lots. Bidders may apply for one or more lots:

Lot 1: Côte d’Ivoire (Divo, Soubré, Gagnoa and surrounding areas);

Lot 2: Ghana (Bosome Freho District, Bosomtwe District, Wassa Amenfi East Municipal, Wassa Amenfi West Municipal, and Amenfi Central District)

Lot 3: Guinea (areas of intervention to be specified according to the programme mapping).

SCOPE OF WORK AND EXPECTED DELIVERABLES

The selected service providers will be responsible for the following tasks:

A. Supply and Installation

Processing equipment: supply of efficient dehulling machines, grinders, presses, and dryers;

Production tools: delivery of power tillers, irrigation kits, and small ergonomic hand tools;

Commissioning: complete installation at community sites and verification of technical compliance.

B- Support and Training

Skills transfer mandatory technical training for beneficiaries on safe use and first-level maintenance;

After-Sales Service (ASS): establishment of a preventive and corrective maintenance plan.

The expected deliverables are as follows:

Equipment delivered: Compliance with approved technical specifications. Deadline: Maximum 60 days after order placement.

Installation report: Acceptance certificate signed by both parties. Deadline: 5 days after installation.

User guide: Simplified bilingual manual (French/English). Deadline: Upon delivery.

Training report: Attendance sheet + photos of training sessions. Deadline: 7 days after training.

Warranty certificate: Minimum 12-month warranty on the equipment. Deadline: Upon delivery.

BIDDER PROFILE

The bidding equipment supplier must demonstrate the following skills and meet the following criteria:

Demonstrate at least three (3) years of proven experience in the sale, delivery, and installation of agricultural equipment in rural areas, preferably within the framework of development projects funded by international donors.

Gender Approach

Have the capacity to propose “Gender-Sensitive” equipment that is ergonomic and adapted to the physical characteristics and strength of women. Sensitivity to gender issues in agricultural projects will be considered a significant advantage.

Sustainable Innovation

Solutions using renewable energy (solar, bioenergy) or following a circular economy approach will be given priority in the evaluation of bids.

Local Presence

Have a functional After-Sales Service (ASS) or identified technical partners in the project areas (Divo, Soubré, Gagnoa for Côte d’Ivoire,and Bosome Freho District, Bosomtwe District, Wassa Amenfi East Municipal, Wassa Amenfi West Municipal, and Amenfi Central District in Ghana and equivalent areas in Guinea).
