Job Description

TERMS OF REFERENCE
RAPID ASSESSMENT FOR BUILDING URBAN RESILIENCE TO COVID-19 PROJECT FOR ACCRA, KUMASI, TAMALE AND TAKORADI
 
 
Background of the Project 
About the Project
WSUP has received funding from Unilever-FCDO within the HBCC (Hygiene Behaviour Change Coalition) programme, to strengthen community and institutional resilience against COVID-19, and to promote vaccine uptake in urban locations in Ghana. This will be through a marketing campaign of – messaging and mobilisation on multiple channels, such as mass media, radio and face to face. 
 
The project is focussed in the urban poor areas of Accra, Kumasi, Tamale and Takoradi cit-ies, and is in line with the Government of Ghana responses to the Covid-19 pandemic and campaign for vaccine uptake. The project is ongoing now, up to April 2023, targeting to reach 3 million people.

To ensure campaign consistency and access to hard-to-reach audiences, WSUP is collaborating with:  
  • The Ministry of Sanitation and Water Resources (MSWR)
  • Ghana Health Service (GHS)
  • The Ministry of Information/Information Services Department (ISD)
  • The National Commission for Civic Education (NCCE) and 
  • Authorities of three Metropolitan Assemblies (Accra, Kumasi, Tamale, Takoradi) 
  • The Ministry of Gender 
  • Disability Associations
The purpose of this programme is to increase the resilience of low-income urban communities in Ghana specifically vulnerable populations, to reduce the impact of exposure to COVID-19 through positive hygiene messaging including an immediate mass communication campaign and vaccine sensitisation whilst strengthening the readiness of public sector bodies and utilities to address emergency preparedness and response.
 
The programme will be implemented in two phases. Rapid mass media messaging using pre-determined messages and content, and then specific community focused campaigns with tailored messaging content and/or approaches. 
 
The second phase will seek to understand the baseline socio-demographic, health characteristics (including vaccine perspectives) of target communities for effective campaign roll out, including messaging tailoring, WSUP will facilitate a rapid assessment in the target communities through this ToR assignment.
 
This rapid assessment is intended to provide up-to-date information on the communities and current context, providing data and orientation to inform the second phase. 
 
Project Time Frame
This is a One (1)-year project that started in April 2022 and runs to March 2023
 
Project location
The project will be implemented in Accra, Kumasi, Tamale and Takoradi. A complete list of target communities is appended to this ToR.
 
Project Objectives
The overall objective of this project is to build community and institutional resilience as they respond to COVID – 19 ensuring that social inclusion is engraved in the whole process.
 
The programme is anchored on three key objectives with some activities starting immediately, while others are staggered over phases. These are:
  1. Reaching the low-income urban population at scale through mass media channels 
  2. Building community resilience to COVID-19
  3. Strengthening institutional readiness, resilience and response capability.
Specifically, the project seeks to:
  • • Reach the low-income urban population at scale through mass media channels
  • • Build community resilience to COVID -19.
  • • Encourage the adoption of hygiene practices and encourage practice of the proper handwashing with soap.
  • • Strengthen institutional readiness and response capability.
  • • Build partnerships to leverage scale and sustain hygiene behaviour change and resilience. 
  • • Provide learnings and best practices and approaches of scaling resilience to COVID – 19.
Services Required Under this Assignment
To achieve the above objectives, WSUP is seeking a consultant or agency to design an assessment, collect data, and analyse that data to produce comprehensive reports. Data collection will include desk review, key informant interviews, focus groups discussions and limited survey in target geographic locations.  
 
The Assignment Objectives
i. The overall objective of this assessment is to provide data and information on the project areas    that will provide a broad understanding   of the socio-demographic, health characteristics (including vaccine perspectives and attitudes) of target communities. This information will be used for effective campaign design and roll out including messaging tailoring, and will provide a baseline that the overall project will be monitored and evaluated against. 
ii. Develop and suggest an approach to connect with communities and/or target stakeholders that is based on the understanding from data collection and analysis. For example - the most effective approach(es) to increase vaccine confidence in urban poor communities of Takoradi.
iii. Help identify different coping or response mechanisms to the pandemic within the communities, so that those mechanisms can be strengthened or harnessed; the report will provide information on perceived vaccine access, vaccine information, misinformation, beliefs or misconceptions, as well as vaccine concerns and questions that communities would want addressed. Report findings will be used to guide project implementation as well as gauge output and impact. 
The rapid assessment forms part of the early stages of the project intervention (described in (2)), to supply up-to-date detail on the communities and current context, providing data and orientation to inform the onward phases. It is aimed at providing a deeper understanding of local public health conditions, social norms and issues in terms of COVID-19 preventative behaviors or attitudes, demographics, and should have a focus on particular vaccine access within communities, vaccine hesitancy or vaccine confidence. Approaches to interaction with the target communities and key stakeholders and the associated marketing/communications content will be tailored based on the results. This includes particularly vulnerable urban seg-ments such as migrant workers, or persons living with disabilities, focusing on their needs, and mapping affiliated schools and institutions to link up with subsequently.
 
Requirements of the Consultancy Service 
To achieve the above objectives, the Consultant is expected to carry out the following activities in a participatory manner to ensure the full engagement of project partners, other stakeholders and target beneficiaries.
 
Key Tasks and Deliverables
It is anticipated that at the end of the assignment the Consultant will provide a deeper understanding of local public health conditions, COVID 19 resilience messaging and communication, vaccine hesitancy and confidence besides identifying the potential gaps that would be filled by the intervention of the project. Below is a list of the key tasks – noting that methodology overview is described in section (5).
a) Assess the current messaging/content (Including vaccine perspectives) of GHS and identify areas of alignment to Unilever messaging to ensure an effective campaign roll out
a) Assess the current Knowledge, Attitudes and Practices of the target communities  regarding hygiene and Covid-19 including how they currently receive information regarding Covid 19 and their perception of existing Covid-19 related communications.
b) Assess the level of vaccine uptake and identify the most significant barriers to vaccine uptake across the target areas and beneficiaries. What prevents people from getting vaccinated? To what extent do people feel safe getting vaccinated?
c) Assess the level of social inclusion and the relevance of the existing messaging and approaches to People with Disabilities.
d) Identify and assess the adequacy of  Covid-19 and vaccine communication response plan in place in relevant government institutions (GHS, etc) to determine their readiness for a long term resilience.
e) Establish a baseline data for the project including but not limited the list of project indicators attached.
f) Analyse and synthesize data with previous social and health assessment and available evaluation reports to recommend approach to connect with communities and/or target stakeholders that is based on the understanding from data collection and analysis and synthesis. 
 
Key Deliverables 
  1. Inception report including proposed methodology
  2. Assessment (Survey, FGD and KII questions / format) detail agreed with WSUP
  3. Final report on the findings including analysis of data and recommendations 
Survey design overview
The consultant is expected to employ both the quantitative and qualitative methodologies to carry out the rapid assessment. 
 
A general approach for conducting the survey has been proposed below. The consultant is however expected to build on this design and propose a detailed methodology for conducting this survey. The use of appropriate participatory approaches is essential to properly triangulate and validate information. Both primary and secondary sources will be used to generate data and information and the consultant shall be expected to employ quantitative and qualitative methods including but not limited to household and institutional surveys. Proposals for other approaches to gather relevant information would be welcomed. 
 
Quantitative data will be collected using the mobile data collection platform mWater. The consultant shall be granted access to WSUP mWater account to modify and finalize survey questionnaire with approval of the Client.The Consultant will be required to ensure that all enumerators have smartphones for administering questionnaires but note that mobile data is not required as responses can be uploaded in bulk using WiFi at the end of the day. The Consultant will be required to setup a (free) account on mWater, allowing them to view and translate the questionnaire and collected data. While the WSUP task manager will support the consultant with basic use of mWater, the Consultant will be expected to take initiative in learning how to work with mWater.

Household surveys
The consultant shall rapidly survey samples of households in each of the project locations i.e Accra, Kumasi, Tamale, and Takoradi. It is anticipated that this being a rapid assessment, samples are not expected to be statistically representative. Hence the consultant shall survey minimum 50 households per project location – thus a planned total of 200. While the consultant is expected to employ a random sampling technique, he/she shall propose a sampling/selection methodology for respondents, ensuring representativeness of the various segments of communities. This will be done in consultation with WSUP. 
 
Focus Group Discussions.
Focus Group Discussions will be used to get an in-depth understanding on COVID – 19 resilience and vaccine uptake. The consultant is expected to conduct not less than 4 FGDs per project location – Accra, Kumasi Tamale and Takoradi.
NB: WSUP will not provide smartphones/tablets to consultant for the survey. WSUP will only deploy softcopy questionnaire provided on consultant team’s smartphones or tablets.

Key informant interviews
The consultants shall interview 5 key informants in each of the project locations to augment the household interviews. These will include:
 
Institutional Survey/Consultative Meetings
The consultant is required to survey partners and institutions relevant to the fight against COVID-19 pandemic and vaccine uptake to obtain relevant data and assess current measures being implemented in response to the pandemic and vaccine uptake. The institutions are metnioend in section (2.1) above. 
 
The consultant is required to develop questionnaire and interview guides. Where necessary and possible the client will support the Consultant in establishing the necessary contact within the various departments.
 
Transect Walks and Observation
The consultant shall scan and observe communities including market centers, bus stations and other public spaces to ascertain the presence and coverage of Covid 19 and vaccine uptake related messaging, IEC materials such as posters, banners, billboards, handwash materials and infrastructure at hotspots, schools and homes. 
 
This will include observation on practice of hand hygiene as a COVID -19 resilience measure.
 
Data management and analysis
During data collection, the survey team will be required to upload responses from households daily. 
 
The methodology for applying the questionnaire must ensure that vulnerable adults, children and women are treated sensitively and never put in a position of any risk or perceived risk. The survey team should include both women and men as appropriate for the target population.

The Consultant is free to propose alternative achievable timelines that recognise that the findings need to be ready by September. 
The Consultant should expect to be asked to respond to one round of comments and questions on draft documents before acceptance by WSUP of final versions.

Required Skills or Experience

Consultant Profile
The assignment will require consultant/firm consisting of a multi-disciplinary team of at least 2 members with the requisite combination of skills, expertise, and experience to carry out the survey. The assignment will be led by a one (1) Team Leader, one (1) Data Entry Expert, and supervisors and enumerators the consultant deems necessary for the assignment. The Team Leader should have a minimum of a Master’s Degree in Public Health, Statistics or related fields and a strong experience in conducting rapid social and health assessment or both, including experience in designing and implementing both qualitative and quantitative methods, and should have experience in assessment of WASH services delivery. 
 
The survey Consultant should display the following profile:
 
Essential:
  • Strong knowledge of methodology of surveys among households and of infrastruc-ture,
  • Substantive experience in managing and conducting surveys among households and surveys of infrastructure – preferably in the development and/or WASH sector;
  • Experience in digital data collection for surveys; linked to this, ability and motivation to learn and apply digital data collection application at own initiative (with technical sup-port and orientation by WSUP Task Manager)
  • Proven experience managing a team of enumerators – including 1) training of enu-merators on collection data on smartphones digital data gathering platforms and 2) ability to solve issues arising during survey planning, data collection and data reporting
  • Fluency in English

Desirable:

  • Experience in evaluating development programmes, preferably in COVID -19 and hygiene 
  • Understanding of the urban WASH sector in Ghana.
