Job Description

Terms of Reference

Construction of 4No. Limited Mechanised Water Systems (LMS) in the Nandom and Lambussie Districts under Healthy Future for All Project

Background
SNV has been present in Ghana since 1992 and is currently implementing a Water, Sanitation and Hygiene and Nutrition in Ghana's Nandom and Lambussie Districts in the Upper West Region. The three-year project is called Healthy Future for All (HF4A) and it is aimed to improve the quality of life for all and specifically increase the number of children under 15 years growing up in a hygienic environment at home and in school. To strengthen supply chains in the district and improve access to Water Sanitation and Hygiene (WASH) facilities, the project will construct water facilities (Limited Mechanised Water Systems) in selected communities, schools, and health facilities in the Nandom Municipality and Lambussie District.

The Terms of Reference (TOR) sets out the scope of works for interested construction company or Civil Engineering Contractors to participate in the project. The rationale behind this TOR is to provide a basic framework to guide interested tenderers in their submissions to undertake the works described herein.

Objective
The main objective of the assignment is to;
Construct a solar powered limited mechanised water system for Healthcare facilities, schools and communities in the Nandom Municipality and Lambussie District in the Upper West Region.

Scope of Works
The scope of works to be undertaken by the contractor shall include the following;

  1. Supply and installation of solar panels
  2. Borehole mechanisation and electromechanical works (submsersible pumps and control panels)
  3. Construction of steel plaftorm for 1No. 10m3 PE water storage tanks
  4. Boreholes site works including chain-link fencing and yard gravelling
  5. Excavation, laying and backfilling of trenches for transmission, distribution pipelines and pipeline markers
  6. Construction of valve chambers and installation of all ancillary fittings
  7. Construction of standpipes or water fetching points.

NB: details of the works is spelt out in the bill of quanties (BOQ).

Deliverables
The main deliverable of the assignment is to construct a gravity fed solar powered limited mechanised water system.

Timing/Duration of Assignment
The contract is expected to be within a period of three (3)calender months.

Reporting Line
The contractor will report to the Project Manager of HF4A through the consultant on the project or SNV Representative.

Corporate Visibility/Branding
The contractor will be required to brand the major water sytstem components/facilities with SNV/Donor signages with recommended colours as directed by the Consultant/SNV representative.  A provisional sum will be provided in the bill of quantities.

  1. Valid Ministry of Works and Housing Certificate of Financial Class D3, K3 or above
  2. Valid Certificate of Incorporation
  3. Valid Certificate to Commence Business
  4. Valid Labour Certificate
  5. Valid Tax Clearance Certificate
  6. Letter of Bid
  7. Equipment holding with proof of ownership (as detailed in bid requirements above)
  8. Methodology (describing approach to deploy all materials and labour / method statement / material schedule)
  9. Completed, signed and stamped bill of quantities (BoQ)
  10. Detailed Program of works with specific start and completion dates

Similar Construction Experience
Participation as contractor, management contractor or subcontractor, in at least two contracts of similar nature and evidence of works (award letters or completion certificates) should be submitted for verification.
