Job Description Project Name: Feed the Future Ghana Fisheries Recovery Activity On May 26, 2021, the United States Agency for International Development Ghana (USAID/Ghana) awarded Tetra Tech the Feed the Future Ghana Fisheries Recovery Activity (GFRA), a 5-year contract to mitigate the near collapse of Ghana’s small pelagic fisheries sector and establish a durable basis for its ecological recovery. GFRA supports a balanced and strategic approach to reduce fishing overcapacity and increase controlled access over Ghana’s small pelagic fisheries sector to encourage ecological sustainability while also enhancing food security of artisanal fisherfolk and their communities. GFRA works in sites across Ghana's four coastal regions - Western, Central, Greater Accra and Volta, and targets five interdependent strategic approaches. The Ministry of Fisheries and Aquaculture Development (MOFAD) and Fisheries Commission (FC) are core partners.
One of GFRA’s priorities is to engender equity in Ghana’s Fisheries. Through its partnership with state and non-state actors it implements actions towards strengthening women’s constituencies and their stake in promoting sustainable fisheries management; and addressing local vulnerabilities to Gender Based Violence and Child Labor and Trafficking in fisheries.
In 2019, MOFAD signed off the Fisheries Sector Gender Strategy and Anti-Child Labour and Trafficking Strategy with the goal of promoting equity in fisheries management. A review of the strategies has become imperative to reflect current context. Additionally, a practice guide is required to provide the framework for Fisheries Sector Policy Makers and Implementers to integrate Gender Equality and Social Inclusion (GESI). The tool kit is expected to support implementation of the two strategies. The primary audience for the tool kit is FC and MOFAD staff and civil society organizations in the sector.
OBJECTIVE
The objective of this assignment is for the Consultant to review and update the Fisheries Sector Gender Strategy and Anti-Child Labor and Trafficking Strategy; and develop a How-To Tool Kit for GESI integration in fisheries.
SCOPE OF WORK
The assignment is in two (2) parts-
1. Review and update two of the sector’s strategies, namely Gender and Anti-Child Labor and Trafficking.
2. Develop a How-To Tool Kit for GESI integration in fisheries.
The Consultant will submit a draft assignment methodology and participate in an inception meeting with GFRA, FC and MOFAD staff to present a proposed methodology for assignment for input.
The methodology must include:
1. Submit an inception report with the final version of the above assignment methodology that incorporates feedback from GFRA, FC and MOFAD. The inception report should include:

Conduct desk reviews and in-depth consultations with FC/MOFAD, GFRA Staff, CSOs, as well as relevant state institutions such as Gender Ministry and Ministry of Employment and Labor Relations, fisher associations, and opinion leaders among others; and document current trends and lessons for GESI. Consultations can be conducted face to face or virtually or on the phone with individuals or with groups. GFRA will not support additional costs related to consultations. GFRA estimates up to 15 stakeholder groups will need to be consulted.
3. Update the Fisheries Sector Gender Strategy and Anti-Child Labor and Trafficking Strategy to reflect lessons, trends and needs identified during consultations.
4. Submit final table of contents for the How-To Toolkit.
5. Present 2 Revised Strategies at a validation meeting with key industry players (FC/MOFAD/CSOs/Fisher Associations) on revised strategies for Gender and Anti-Child Labor and Trafficking. GFRA will support all costs related to hosting the meeting.
6. Develop Tool Kit for integrating GESI in the fisheries sector. This must contain practical tools, templates and guidance for Policy Makers, Fisheries Constituents, Civil Society Organizations, and other interested parties to successfully integrate GESI in their work.
7. Conduct one training for fisheries officials (including Policy Makers and Implementers from FC/MOFAD/CSOs) on adoption of the Tool Kit. The training will also serve as the opportunity to pretest and validate the Tool Kit. GFRA will support all costs related to hosting the training.
