Job Description

Scope of Work and Deliverables 
 
Purpose: 
The consultant(s) will provide technical assistance to the MOH and EPI in-country to provide support in switch assessment, application and preparation support for a potential pneumococcal conjugate vaccine (PCV) switch.
  • Place of Performance: Accra, Ghana. Minimal travel to meetings anticipated locally. 
  • Period of Performance: Part-time with the potential for full-time support anticipated for 4 to 6 month duration on average, depending on country need and donor approval.

Background
JSI is currently recruiting for a Technical Consultant to provide technical expertise to the Ministry of Health (MoH) and EPI in-country on behalf of GAVI. 
 
CHOICES (Choice Optimization for Immunization: Country Exercises in Sustainability) aims to engage countries currently or formerly eligible for Gavi support who may be interested in conducting optimization and prioritization exercises. CHOICES provides evidence-based decision-making support to countries in navigating the expanding vaccine options and optimizing products, schedules, and vial sizes for pneumococcal conjugate vaccines (PCV), rotavirus vaccines, HPV vaccines, measles-containing vaccines (MCV, MR, MMR), and others. 
 
CHOICES provides technical guidance to identify and address key barriers to successful vaccine switches or introductions. CHOICES supports redefining tools and guidance to support decision-making in countries currently or previously eligible for Gavi support, in partnership with the WHO CAPACITI initiative. 
 
At the start of 2023, CHOICES and Gavi have been working with country health teams that are interested in introducing or switching PCV and/or rotavirus vaccines by the end of the year. Currently in Ghana, the MoH and EPI team are considering/exploring a potential PCV product switch. CHOICES is accepting applications from immunization technical experts with either introduction or switch experience to engage in the country with members of the Ghana MOH and EPI team. The staffing of successful applicants is subject to donor approval. 
 
Objectives
The Immunization Technical Consultant (ITC) will provide in-country expertise in coordination with remote support from the CHOICES Project team in support of Ghana's evidence review, decision-making, and application/budget for a potential PCV switch. The ITC will work with country experts (MOH/EPIs and multi-agency partners) to support vaccine selection and introduction planning and immunization system strengthening as part of routine delivery systems as well as within the broader context of disease prevention and control. In all activities, the ITA will be called upon to work with technical staff from other international partner organizations in the country to collaborate on key policies and program strategies.
 
Activities (can be modified as country context can change) 
The consultant will work in coordination with the CHOICES home office team, and provide technical assistance to the MOH-EPI in their decision process and preparation for a potential PCV switch. Technical assistance may include but is not limited to:
  • Provide support to the Ghana EPI for evidence review, decision-making, and preparing an application/budget for a potential PCV switch.
  • Support to the EPI and appropriate partners to redesign advocacy, community and social mobilization (ACSM) and create materials related to the PCV switch process.
  • Support the MOH-EPI to navigate the Gavi processes for the PCV switch grants including any additional form, revisions or applications required. 
  • Review guidelines and tools to incorporate PCV switches. 
  • Support guidance development for supportive supervision for the implementation and management of the guidelines for the PCV switch. 
  • Provide other support as identified for vaccine product switches within the scope of the CHOICES consortium.
  • Identify and support the collection of information for process documentation as appropriate and in coordination with the CHOICES home office team.
  • Routinely meet with CHOICES backstopping and technical team to provide optimal technical support for the development of the Rota/PCV dual introduction application. 

Required Skills or Experience

Consultant Qualifications

  • Graduate degree in public health or equivalent and a minimum 8 years working as a public health practitioner (this should not include clinical work);
  • At least five years’ direct experience providing technical assistance on routine immunization at national or sub-national level in Ghana;
  • Experience as an advisor to ministries of health, international agencies and/or NGO public health programs;
  • Proven ability to assess routine immunization needs and to develop and implement successful program interventions, including prior experience with; 
  • Proven ability to support national or sub-national immunization planning and direct experience with new vaccine introduction;
