JOB PROFILE

The Chief of Party (COP) of the USAID/Feed the Future - Agriculture Governance Resilience and Economic Empowerment (AGREE) Activity is a highly qualified team leader with excellent strategic thinking, problem-solving and negotiating skills capable of convening and facilitating the participation of multiple partners and other stakeholders in complex, and sometimes politically sensitive governance and conflict resolution initiatives. S/he has in-depth knowledge and understanding of the governance of the agriculture sector in the northern regions of Ghana, and of the history and impact of conflict on the development of the area. Based in Tamale in the Northern Region of Ghana, the COP will be provide overall technical guidance and direction for the Activity with subject matter expertise and thought leadership in countering violent extremism (CVE) and inclusive governance (IG), and coordinate effective implementation and communication with the donor, partners and other stakeholders. This position will be based in Tamale.

Specific duties and responsibilities:

Inclusive team leadership and people management

  • Lead, manage, inspire, coach, and mentor project team to excel and achieve the objectives of the project and contribute to CARE’s mission and vision.
  • Proactively foster a team culture based on mutual respect and accountability and commitment to upholding CARE’s core values.
  • Optimize opportunities to improve staff productivity, creativity, and performance, and foster an enabling environment for staff wellness, recognition, and reward.
  • Ensure discipline & compliance among team members.

Adaptive program management and quality assurance

  • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with donor guidelines and within set timelines to achieve objectives.
  • Lead team to provide effective coordination between and guidance to implementing partners, regional and district governments, project participants, and other key stakeholders.
  • Identify issues and risks related to activity implementation and implement appropriate mitigation / corrective measures in a timely manner.

Donor award management

  • Manage and oversee all contract management and implementation tasks based on established donor regulations, procedures, and organizational guidelines.
  • Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with scope and budget allocations, internal policies, and donor regulations.
  • Supervise the administration of sub-recipient awards to ensure technical and financial compliance with donor and CARE standards.

Donor relations, representation, and other duties

  • Maintain positive relationships with the donor, local authorities, and civil society, participating communities, and the media.
  • Represent CARE and the project with key stakeholders, and at conferences, workshops, meetings, and other relevant industry gatherings.
  • Participate in instances that promote the strategic objectives of AGREE and/or of CARE and maintain a positive image and good visibility of CARE in these spaces.

Required Skills or Experience

  • A master’s degree with at least five (5) years of relevant work experience (or ten (10) years of relevant work experience without a master’s degree). Relevant experience entails working in complex, high-speed and/or challenging field operations in Ghana or similar settings.
  • At least three (3) years of this experience shall include managing field operations and leading activities to counter violent extremism with emphasis on building social cohesion including implementation of Alternative Dispute Resolution (ADR) strategies and mechanisms.
  • Extensive knowledge and understanding of the development challenges and opportunities in northern Ghana.
  • Knowledge of Ghana’s decentralization policies and programmes, as well as relevant USG policies including USAID/Ghana’s Country.
  • Development Cooperation Strategy (CDCS), the United States Strategy to Prevent Conflict and Promote Stability (SPCPS), and the Ghana mission’s strategy for Democracy, Human Rights and Governance (DRG).
  • Sector-specific knowledge and expertise in agriculture policy, peace and conflict, gender and women’s empowerment, institutional capacity building, and systems strengthening.
  • Proven in-depth knowledge of USAID rules and regulations, and ability to manage medium-to-large donor-funded programs and working with counterparts at various levels of government and civil society (including private sector associations/organizations) to deliver international development assistance activities.
