Job Description

Consultancy Services: Design and Provision of Supervision Services for Works on Construction of 9No. Limited Mechanised Water Systems (LMS) in the Nandom and Lambussie Districts under Healthy Future for All Project

Background                                                                                                                           
SNV has been present in Ghana since 1992 and is currently implementing a Water, Sanitation and Hygiene and Nutrition in Ghana's Nandom and Lambussie Districts in the Upper West Region. The three-year project is called Healthy Future for All (HF4A) and it is aimed to improve the quality of life for all and specifically increase the number of children under 15 years growing up in a hygienic environment at home and in school. To strengthen supply chains in the district and improve access to Water Sanitation and Hygiene (WASH) facilities, the project will construct water facilities (Limited Mechanised Water Systems) in selected communities, schools, and health facilities in the Nandom and Lambussie districts.

Objective
The main objectives of the assignment are to:

  • Conduct ground surveys and design limited mechanised water systems
  • Provide supervisory services during construction works

Scope of Works
The scope of works to be undertaken by the consultancy firm shall include the following:

  • Field reconnaisance survey to map out points for location of water system components
  • Dis-assemble handpumps to allow for pump testing on existing boreholes
  • Conduct pumping test to re-establish standard well parameters on existing boreholes
  • Take water samples for water quality testing on existing boreholes
  • Consultant may be required to undertake hydrogeolocial investigation and supervise borehole drilling works if the need be
  • Design water transmission main including pipe trenching, laying, thrust blocks, pressure testing, access for cleaning/repair (incl. air/scour valves), pump selection, power supply (solar energy)
  • Design the water distribution systems (gravity fed) including pipe trenching, laying, pressure testing, access for cleaning/repair (incl. air/scour valves), power supply, household/communal water points, and storage capacity
  • Prepare detailed technical design/construction drawings, technical specifications, detailed bill of quanitites, tender documents and cost estimates and prepare design reports
  • Provide field supervision of contractors during construction works including preparation of relevant technical reports including progress reports, site meeting reports and completion report
  • Facilitate capacity building workshops for Water and Sanitation Managment Teams (WSMTs) in collaboration with Contractors and SNV

Deliverables

  • Detailed project inception and design reports
  • Detailed drawings and bill of quantities
  • Supervise construction works and submit progress, site meetings and completion reports
  • Prepare and submit monthly progress reports during construction of water systems
  • Develop operation and maintenance manuals for operation and maintenance of LMS

The name of the bidding process is shown below:

  • LOT 1 – Feasibility study and design of 4No. Solar Powered Limited Mechanised Water Supply Systems in the Lambussie district in the Upper West Region
  • LOT 2 – Feasibility study and design of 5No. Solar Powered Limited Mechanised Water Supply Systems in the Nandom Municipality in the Upper West Region
 

Timing/Duration of Assignment
The consultant will be recruited for Seven (7) calender months and will be reqquired to provide services in not more than one district.  The first two months will focus on the design of the water system whiles the other months will focus on provision of daily field supervisory services during constructional works.

Reporting Line
The consultant will report to the Project Manager of HF4A through the WASH Advisor (Engineer).

Required Skills or Experience

The consultancy personnel shall comprise of a team of experts in engineering and hydrogeology.  The following qualifications are required (Project Manager, Water and Sanitation Engineer, Electromechanical works technician and Environmental / Site Safeguard Officer);

  • A bachelor degree or higher-level degree
  • A minimum of 5 years experience in undertaking feasibility assessments for water supply, planning and designing of water supply.
  • Must have adequate knowledge on preparation of technical drawings, technical specifications and cost estimates for water supply systems
  • Must have indept knowledge on preparation of detailed feasibility assessment reports
  • Knowledge and experience in groudwater modelling softwares, AutoCAD or similar hydraulic design software
  • Excellent English speaking and writing skills
