Position Purpose
The Economic Empowerment Interest Lead is primarily the technical lead on all economic related project/programs in Norsaac and responsible for ensuring they are implemented in compliance with contractually agreed targets, scope, durations, budgets, and donor compliance obligations. 
 
The SPM- Economic Empowerment reports to the head of programs, policy and influencing and is a member of the extended management team of Norsaac. It is expected that the SPM- EEP will maintain a high level of professionalism and integrity, display a positive attitude and a team focus, be enquiring and articulate, and can lead and deliver ongoing professional services. 
 
He/she will be responsible for coordinating and managing cross-functional teams within the unit including fundraising, recruitment and procurement, liaising and linking with other sectors in general. The SPM - EEP will play an oversight responsibility of reporting progress to SMT and donors as well as inspiring team members to see the big picture and push toward their shared goals. The person shall be the influencing lead at Norsaac on Economic issues. He/she is also responsible for ensuring visibility of the unit (projects/program communicated effectively) to stakeholders across various levels.  He/she also works with all relevant authorities at National and regional level for a better implementation, acceptance and ownership in improving the wellbeing of the area.
 
Major Responsibilities

Strategic leadership to programme managers - 30%

  • Serve as connecting point between all program staff under the Economic Empowerment Interest Area (EEIA) to the HoPPI
  • Serve as the primary point of contact and lead for all assigned Managers under EEIA unit
  • Develop an internal team tracking mechanism to track activities of all managers under EEIA 
  • Work with the Research and Program Quality unit to develop an overall workplan/schedule of work that reflect all planned activities of the various programmes under the EEIA area
  • Schedule and undertake periodic technical monitoring visits to all EEIA programmes
  • Develop a tracking schedule to strategically participate in various programmes activities within the EEIA unit
  • Maintain organizational standards of satisfaction, quality, and performance (Ensure the effective roll out of the concept of MoYs).

Program management and delivery - 30%

  • Lead the advocacy trajectories of all projects and programs under the EEIA unit; Work with various managers on the related policies and develop actions to pursue them 
  • Plan and undertake Team meetings with various managers.
  • Develop and undertake periodic team appraisal exercises to enable you identify need areas for team growth
  • Identify and recommend capacity strengthening opportunities for Programme Managers
  • Based on your knowledge of the team, propose strategic staff reshuffling within interest area or the organization. 

Partnership engagement and reporting -20%

  • Establish/strengthen and sustain networking with public and private stakeholders working on EE programmes/interventions
  • Serve as a second face to projects/programme partners at Regional, National and global levels
  • Scout for partnership opportunities and link appropriate Programme managers for actions
  • Coordinate with Managers and provide relevant updates on various programmes at national platforms for enhanced partnership
  • Review reports from EEIA programme managers for onward submission to HoPPI
  • Provide periodic unit updates, including key highlights, challenges, lessons and proposed recommendations to SMT through the HoPPI 
  • Lead the development and review of donor reports, in collaboration with program manager(s) Identify and regularly participate in global/regional/national conferences to maintain and strengthen Norsaac’s presence and participation in relevant advocacy spaces.
  • Lead the development of written content (e.g. blogs, policy briefs, papers/publications) focused on technical updates in global economic issues to enhance Norsaac’s visibility.

Organizational System Strengthening and Influencing - 20%

  • Laisse with HR unit to recruit the best fit staff for the EEIA unit.
  • Scout for funding/grant opportunities and work with respective managers to develop proposals in line with the interest areas and the organization’s strategic objective
  • Ensure the upkeep of organizational policies, standards and protocols
  • Lead the advocacy trajectories of all programmes under the SP unit: Work with various managers on the related policies and develop actions to pursue them
NOTE

Decisions within the position domain
  • Prioritizing work responsibilities, including short- and long-term assignments
  • Development of plans to respond to job mandate
  • Provide advice and assistance to managers and partners on key issues relating to the programmes
  • Accessing and utilizing the various platforms available to obtain information which will assist in decision making. 
  • Take calculated decisions on issues within JD and account fully for gains or losses thereof.

Required Skills or Experience

Education and Experience:  

  • Relevant master's degree in development economics, Management or related field, with good knowledge of project management 
  • Has 5 years or more experience in development work with at least 3 years’ experience in managerial role at a level of responsibility and professionalism equivalent to that of this described position. 
  • Proven experience in effective management of long-term development programmes including financial management, staffing, fundraising and partnership management

  • A good level of understanding of programme design and management

  • Appreciable knowledge on financial management 
  • Good knowledge on economic empowerment opportunities available
  • Able to work on your own initiative, organize yourself and be accountable for your own work. 
  • Command of usual office software and Internet (Word, Excel, Outlook, Explorer…).
  • Proven good judgment and ability to work with complete integrity and confidentiality, acting as a model of highest integrity in personal capacity and at team level.
  • Flexible, service-oriented and resourceful
  • Effective communication skills, both oral and written, to elicit and communicate information, to analyze data, and to prepare /present clear, informative, and concise materials
