 PROJECT IMPACT ASSESSMENT

CATALYZING DEVELOPMENT IN PERI URBAN COMMUNITIIES THROUGH IMPROVED ACCESS TO WATER AND SANITATION

1. About Water and Sanitation for the Urban Poor (WSUP)
Water & Sanitation for the Urban Poor (WSUP) is a notforprofit company that helps transform cities to benefit the millions who lack access to water and sanitation.
We were created in 2005 as a response to the urban explosion that has left many cities unable to provide basic services, such as access to a toilet or drinking water, to lowincome communities.
We work alongside local providers, enabling them to develop services, build infrastructure and attract funding so that they can reach lowincome communities.

2. Consultancy Services required
WSUP needs to engage an independent specialist for a project impact assessment. The assessment will evaluate the efficiency, impact and sustainability of the project in beneficiary communities namely Akyeremade, Trabuom, Nweneso No. 2 and Deikrom in Atwima Kwanwoma District of Ashanti Region 
 
The consultant is required to manage the evaluation process including design, data collection analysis and reporting in consultation and agreement with WSUP. All activities are expected to be carried out in a participatory manner to ensure the full engagement of project partners, stakeholders, and target community beneficiaries.
 
3. Background of the Project 
3.1 Objective
This project has supported development in the Atwima Kwanwoma district of the Ashanti region by improving education and livelihoods opportunities through addressing access to WASH in schools and communities where current access falls far behind the national average.
Complementary work in schools with regard to sanitation and hygiene facilities, has also been aimed at reducing rates of absenteeism amongst students, especially girls. In the longer term, improved access to clean water and safe sanitation is essential for healthy, productive lives, underpinning progress in areas including poverty reduction, economic growth, gender equality and environmental sustainability.
 
3.2 Project Location, description, and activities 
The project is being implemented in Akyeremade, Trabuom, Nweneso No 2 and Deikrom in the Atwima Kwanwoma district of the Ashanti region and is drawing to a close. These are lowincome communities that are peri urban and small town in nature and are rapidly urbanizing. With a population of 234,846, the district is the second most populous district in the Ashanti region after Kumasi.
 
Following assessments of WASH conditions in various communities in the district in early 2022 and in consultation with local authorities, WSUP designed a project to improve school WASH facilities in three of the four project communities and improve community WASH facilities in two of the four communities. WSUP’s approach emphasizes community engagement, hygiene education and sustainability though community management models.

Objectives and key tasks of the Project Impact Assessment
The objective of this assignment is to assess the impact of both projects in addressing the water and sanitation needs of the target schools and communities through improved access to water and sanitation in the beneficiary communities and schools. Therefore, the Client seeks to assess the project’s effectiveness, impact and sustainability of the project as stated below. Specifically, the assignment shall evaluate the project impact with the following objectives.
  • Improved WASH access for school children in three schools
  • Improved provision for menstrual hygiene management.
  • Improved WASH access for two communities including people with disabilities.
  • WASH facility management committees are actively overseeing the operation and maintenance of facilities.
4.1 The consultant will be required to conduct a number of key informant interviews and focus group discussions with project stakeholders to ascertain the needs addressed by the project as well as community participation and ownership of the project. Stakeholders to be interviewed will include but not limited to. 

For Water systems (Community Management Committee, vendors, Assembly members, a female member of the community, other water users etc.)

The interviews will focus on key areas including.
  • Needs of Intervention Communities
  • Functionality, Operation and Maintenance
  • Tariff and Management Arrangements
  • Political Interference
  • Water Benefits
  • Sustainability of the Water Programme Intervention
School WASH
(Head teachers, SHEP coordinators, school girl child coordinators, SMC/PTA reps, school pupils, girls, assembly members)
 
  1. Suitability and Userfriendliness

4.2 The consultant is required to provide brief description of all the infrastructure provided by the project in each of the communities and schools. A brief assessment of the suitability of the infrastructure as well as factors for sustainability should be provided in the report. Photos of the infrastructure should be attached to the report.
 
4.3 The consultant shall conduct an assessment of the sustainability of the interventions and benefits of the project including school and community ownership and participation, quality of work and sustainability of the infrastructure provided including testing of water quality; capacities and structures developed to sustain the benefits of the project;
level of understanding of communities and schools on how to operate and maintain facilities as well as other operation and maintenance arrangements for sustainable services.
 
4.4 The consultant will be required to draw lessons learned during the design and implementation of the project and document what can be done differently and how the learning can used in future projects.
  • What key lessons have been learned during the design and implementation?  
  • What should be done differently in similar projects and;
  • How can this learning be used in future projects?
  • How have the partnerships with stakeholders contributed to the objectives of the program? How strong are the relationships with government and local/traditional authorities in sustaining the benefits of the project?
NB: Indicators for the assignment to include but not limited to the following.
Number of schools with access to functioning, safe and inclusive toilet facilities. 
Number of schools with access to functioning and safe water infrastructure. 
Number of school pupils and teachers with access to basic sanitation in the school (disaggregated by gender).
Number of school pupils and teachers with access to an improved water supply (disaggregated by gender).
% of school girls surveyed saying they approve of the MHM facilities.
The amount of water produced by community borehole and standpipes.
% of community members accessing water from the new water supply system.
% of community members reporting improved water availability (e.g., increased hours of supply, reduced time to collect water, better water quality).
% of community residents who report using the new sanitation facilities. 
% of community members who approve of the sanitation infrastructure.
% of management committee members scoring over 60% in training tests. 
% of community members aware of who the management committee are and what their role is.

4.5 Beneficiary Case Study
The consultant shall also document impact through beneficiary case studies. This includes four (4) interviews from among the different stakeholders and beneficiaries of the project to produce the case studies in communities and schools. 
 
5. Impact Assessment location and design
The evaluation shall be conducted in 3 schools and 2 communities Atwima Kwanwoma district in the Ashanti region as listed under 3.3 school infrastructure and community infrastructure above.

5.1 Evaluation design overview
The consultant shall propose an evaluation design based on the objectives of the evaluation, develop the tools, and manage the methodology including sampling. Methodology shall detail sampling approaches for each of the data collection methods. Sampling must be gender sensitive and include appropriate proportions of women and men in the selected group of respondents and ensure the use of appropriate participatory approaches essential to properly triangulate information. These shall form one of the key criteria in the bid evaluation. The consultant shall employ qualitative or both methods where appropriate. Proposals for other approaches to gather relevant information would be welcomed. The design and data collection tools and process shall be shared with WSUP for review and approval.
 
The following data collection methods are envisaged (not exhaustive)
a) Review of project documents
 
b) School and community surveys
The consultant shall conduct household surveys in 2 beneficiary communities (Trabuom and Deikrom) where WASH facilities were provided. The survey will focus on the effectiveness of the project including school/community engagement and participation; suitability and sustainability of the infrastructure effectiveness of capacity building training and the level of understanding of communities and schools on how to operate and maintain facilities for sustainable services.
 
NB: Consultant will be required to use the Clients mWater account to collect household data building on WSUP’s standard questionnaire for household and infrastructure surveys.

c) Focus Group Discussions

The consultant will be required to conduct Focus Group Discussions (FGDs) in each of the 3 schools and 2 communities to measure beneficiary feedback/response on the new WASH facilities. In each school, there shall be separate FGD for boys, girls, and teachers. FGD in the 2 beneficiary communities will also be done separately for men and women. Each FGD shall comprise between 6-8 participants. The consultant shall propose a sampling method that will ensure fair selection and representation of participants including a representative number of women/girls and disabled people where applicable while ensuring that participants are distinct from respondents in the school and community survey. The consultant will prepare guiding questions for the FGD, which must be approved by the Client beforehand.

d) In-depth interviews
The consultant shall conduct key in-depth interviews with project stakeholders including district assembly officials, community leaders, teachers, pupils/hygiene club members, PTA/SMC, School Health Community members, Water & Sanitation Community Management Teams, and community members to obtain their feedback on the new WASH facilities. The consultant shall prepare and submit questionnaires for the interviews to WSUP for review prior to the interviews. 

e) Produce Case studies/human interest stories
The consultant shall conduct four (4) interview and produce case studies inspired by the intervention. The consultant shall interview from among the different stakeholders and beneficiaries of the project.

Required Skills or Experience

Consultant Profile
The assignment will require as key-staff: one (1) Team Leader, data collection experts and other key persons the consultant deems necessary for the assignment. The Team Leader should have strong evaluation experience, including experience designing and implementing both qualitative and quantitative methods, and should have experience in evaluation of WASH interventions.

Desirable
  • Some understanding of the WASH sector
  • Previous experience of working with organisations like WSUP or with international NGOs and consultancies 
  • Ability to communicate effectively in the local Twi language
