Job Description

The USAID-funded WASH-FIN 2 project in Ghana, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech), is currently accepting expressions of interest for a Grants & Subcontracts Manager. This position will be located in the main office in Accra.

Position Description/Summary

The WASH-FIN 2 Ghana Grants & Subcontracts Manager will support the implementation of the project’s Grants Under Contract (GUC) activities and local subcontracts activities in Ghana. The successful candidate will manage a portfolio of grants and subcontracts in accordance with USAID’s and Tetra Tech’s procedures and policies governing grants and subcontracts, including the solicitation, selection, management, monitoring and closeout phases.

Responsibilities:

  • Lead the preparation and management of grants and local subcontracts following Tetra Tech Local Subcontracts and Grants Manuals and USAID regulations pertaining to grants and subcontracts management.
  • Assist the Ghana WASH-FIN 2 Technical Team in preparing and issuing RFAs/APS for local grants.
  • Collect grant applications and send confirmation notice to applicants; facilitate the Grants Review and Evaluation Committee (REC) process; participate in and assist with grantee site visits and compliance checks.
  • Lead all pre-award due diligence requirements, including execution of the NUPAS or PARD assessment of potential grantees; prepare grant packages, including Negotiation Memo, Budget, pre-award survey, a draft Grant Agreement and other documents.
  • Prepare local subcontract packages, including RFP, Internal Cost Estimate, Evaluation Matrix, Negotiation Memo, Budget, security checks, draft Subcontract, supporting documentation and other documents.
  • Track the administrative and financial progress of grants and local subcontracts; manage all grant and subcontract-related information to ensure that the files are compliant, up to date, and maintained by following established filing policies.
  • Assess grantee capacity building needs and in developing performance improvement plans to build their capacity in targeted areas.
  • Lead and coordinate Field Office Team in preparing and issuing RFPs for local subcontracts; facilitate the subcontract Bid Review and Evaluation Committee (REC) process by preparing score sheets, circulating RFP to members, and taking notes during committee discussions.
  • Lead any pre-award due diligence measures to confirm preferred bidders are competent to carry out the subcontract Scope of Work.
  • Assist technical staff and local subcontractors in identifying deliverables and drafting timelines for subcontracted work to be integrated into the subcontract payment schedule, if applicable.
  • Receive technical deliverables and distribute to appropriate technical and financial management staff for review and approval.
  • Prepare modifications and/or budget realignments for local subcontracts modifications, and the development of negotiation memos, as necessary.

Required Skills or Experience

  • Minimum university degree in project management, public administration, international development, finance, accounting, business administration, economics, or similar field; master’s degree preferred.
  • Minimum five years’ experience in a similar position managing grants under contracts and subcontracts.
  • Must have knowledge of USAID rules and regulations regarding grants and procurement.
  • Working knowledge of English, both written and spoken, required.
  • Strong organizational skills and willingness to perform other duties to help accomplish project goals.
