Job Description

The USAID-funded WASH-FIN 2 project in India, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech), is currently accepting expressions of interest for a Monitoring, Evaluation and Learning (MEL) / Data Specialist. This position will be located in the project office in Accra, Ghana.

Position Description

The Monitoring, Evaluation and Learning (MEL) / Data Specialist designs, implements, and maintains robust monitoring/evaluation and data management plans for the WASH-FIN 2 Ghana activity in consultation with the Global team and the home office MEL team. The Specialist supports preparation of work plans, progress reports and learning products, service provider and indicator data analysis and visualizations, and other on-demand analytical and technical support across program objectives. The MEL / Data Specialist will support and/or lead the design of M&E plans, systems and tools; knowledge management products, and socio-economic surveys, environmental impact studies and contribute to WASH-FIN 2 knowledge base by analyzing and disseminating good practices and lessons learned from project implementation. The Specialist provides quality control for activity reporting and deliverables and actively participates in annual country-activities work plans.

Responsibilities

  • Set up activity monitoring and evaluation systems;
  • Develop appropriate M&E plans and tools for data and information capture;
  • Conduct internal data quality assessments (DQAs) and support USAID DQAs as requested;
  • Compile MEL data for project quarterly and annual reports; review periodic reports with country and on-demand activity teams to identify causes of potential bottlenecks in project implementation and to enhance quality, timeliness and relevance of reporting;
  • Keep abreast of developments in M&E at USAID and other development partner in the WASH, finance, governance and climate sectors to advise and recommend tools and strategies to increase project performance and results;
  • Implement tools to facilitate data collection and flow within the program that balances LOE and budget utilization with value for project and client knowledge and learning;
  • Participate in the annual work plan development processes;
  • Support design of socio-economic and commercial surveys and assessments (market assessments, willingness and ability to pay surveys, tariff studies, etc.);
  • Develop scopes of work (SOWs) for consultants and sub-contractors and provide support to socio-economic and commercial survey or assessment teams;
  • Support activity teams in design and execution of environmental impact studies of proposed activities;
  • Draft socio-economic and environmental impact assessment reports and ensure the reports are of high quality;
  • Develop mechanisms to capture and share lessons learned, including innovative approaches to strengthen learning and knowledge sharing;
  • Support efforts to capture, analyze and disseminate good practices and lessons learned from implementation of country activities for regular reporting and learning.

Required Skills or Experience

  • Bachelor’s degree in relevant discipline such as international development, business administration, engineering, or related fields; master’s degree or specialized MEL related training preferred;
  • At least 2 (two) years of project management experience, preferably on donor funded and/or water sector activities;
  • Significant knowledge and experience in project/activity monitoring and evaluation; USAID-specific MEL experience and training highly desired;
  • Knowledge of WASH infrastructure and services and finance sectors in Ghana is preferred; 
  • Technical competency in data driven MEL tools and processes;
  • Strong quantitative and analytical skills and ability to clearly communicate technical information;
  • Excellent communications and writing skills;
  • Proficiency in computer applications for data analysis (e.g. Excel, Tableau, SPSS, Air Table,) as well as data storage and collaboration tools (e.g. SharePoint, Egnyte).
  • Fluency in English (written and oral).
